Jiangsu’s Water Resource Tax Revenue Surges over 50% Year-on-year in the First Half of 2026

Records from Jiangsu’s tax service for the first half of 2026 show that the province has 5,124 water resource taxpayers, a figure 9.2% higher than that at the initial stage of tax levy. Cumulative tax revenue stood at RMB 1.09 billion, up 57.1%.

Since the first water resource tax collection in December 2024, the provincial tax administration has been working closely with the financial and water resource departments to streamline the process. Jiangsu has fully implemented tax-related information sharing online and pioneered intelligent pre-filling for tax declarations. The online system now supports water intake permit verification, synchronous transmission of water volume data and dynamic updating of tax source information. Notably, with the assistance of intelligent pre-filling, the accuracy rate of voluntary tax declaration by water resource taxpayers has reached 99%.

Industrial enterprises that meet national water use efficiency standards—those included in a list released by the provincial departments of water resources, finance, taxation, and housing and urban-rural development—are entitled to a 20% reduction in water resource tax. To date, 73 enterprises in Jiangsu satisfied the criteria. The cumulative tax relief has saved these enterprises RMB 7 million in the first half of this year.
