Jiangsu Provincial Department of Industry and Information Technology recently rolled out the Action Plan for the Breakthrough Development of “AI+” Industrial Software in Jiangsu Province (2026-2028). To meet the need for the intelligent transformation of industrial software, the plan aims to promote the deep integration of AI technology into industrial software in all respects to boost capabilities across the board and enhance quality and efficiency throughout the entire process.  

The action plan outlines five major initiatives: strengthening the foundation for industrial software development, encouraging the intelligent upgrading of industrial software enterprises, empowering the manufacturing sector, cultivating carriers for industrial software innovation, and improving the industrial software ecosystem. Specific measures include promoting the integration of AI and industrial software capabilities by making technological breakthroughs in core underlying technologies for “AI+” industrial software; accelerating innovation in industrial software services and business models by developing new business forms such as “Model-as-a-Service”, “Agent-as-a-Service”, and “Outcome-as-a-Service” and fostering new models such as pay-per-outcome and pay-per-use; advancing the construction of high-quality industrial datasets to facilitate the collaborative optimization of data and models; accelerating the establishment of industrial software research institutes and encouraging the development of diverse innovation platforms for pilot verification, compatibility testing, and application promotion across regions tailored to local conditions; and lowering the threshold for AI adoption at the corporate level by providing businesses with computing power, model, and token vouchers. 

According to the plan, different localities shall identify their key areas to better empower the manufacturing sector by factoring in local industrial foundation, development strategy and resource endowment. In addition, the plan supports the establishment of angel funds for industrial software and advocates for the effective use of relevant special funds to secure progress in key technological breakthroughs, the development of models and intelligent agents, the intelligent transformation of enterprises, and the construction of innovation infrastructure. Furthermore, it calls for advancing the development of schools of artificial intelligence and industrial software, while encouraging university-enterprise collaboration to build talent training bases.
