According to Jiangsu Data Administration, 10 service items have been included in the “one-stop government services” initiative at both national and provincial levels in Jiangsu this year, further facilitating the access to government services for citizens and businesses.
In January this year, the Central Government added another 13 service items to the initiative. To ensure effective execution, Jiangsu Data Administration has strengthened top-level coordination, facilitating the lead department and other competent provincial authorities to draft implementation plans and develop a unified provincial portal on the official website of Jiangsu government services for acceptance of applications. To date, service items relevant to individual citizens—including childcare subsidy application, teacher qualification certification, social insurance enrollment for flexible employment, and new property purchase filing—as well as service items for business entities—such as real estate transfer registration for corporate buyers, intellectual property protection, organization of sports events, and port clearance for seagoing vessels—have all been officially launched online.
Take social insurance enrollment for flexible employment as an example. The processing time is shortened from nine working days to just one, while the required application documents are reduced from eight to one. On August 17, Mr. Li, a man in flexible employment from Suqian, visited the general service window at the Suqian Government Services Center. In one single visit, he was able to wrap up seven administrative formalities by submitting all required documents. “I was worried that I would have to come back multiple times in these dog days. I am surprised that everything is done in one go at a single counter,” said Mr. Li.
To better deliver one-stop government services, Jiangsu has integrated the online service portals of relevant government departments into one “Sufuban” app, while opening general service windows at government services centers for on-site procedures. Electronic licenses and supporting documents are shared and acknowledged by more competent authorities throughout the workflow. Frequently used service items across six departments, including Civil Affairs, Human Resources and Social Security, and Healthcare Security are given standardized guidelines for online processing. A total of 88 such service items and 100 standardized service applications are now available on the app. Furthermore, 11 types of electronic licenses now support online sharing, enabling 700,000 qualified households to enjoy discounted water, electricity and gas rates automatically.
In addition, Jiangsu has reviewed its 56 one-stop government services implemented over the past two years. This helps to expand the service scope and ensure more convenient access to government services for the public and more effective service delivery.
