Jiangsu Issues Measures to Support AI OPC Innovation and Development

To thoroughly implement the “AI Plus” initiative, vigorously cultivate emerging business formats and organizational models represented by AI OPCs, and accelerate the development of a batch of intelligent agents and AI-native enterprises in key industries, the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and the Provincial Data Administration recently issued the Several Measures of Jiangsu Province to Support the Innovative Development of AI OPCs.

The Several Measures defines an AI OPC as the smallest organizational unit that takes its founder—a single individual—as the core operator. Supported and coordinated by digital and intelligent tools and external collaboration networks, it achieves value creation, delivery, and capture through individual operation or an extremely small team. These measures apply to AI OPCs operating in accordance with the law, with a headcount not exceeding 10 people in principle.

The Several Measures proposes that, in promoting the clustered development of OPCs, the province will strengthen the cultivation of OPC entities, build specialized OPC communities, and accelerate the industrialization of OPC achievements. In strengthening support for key production factors, efforts will be made to reduce the costs of using computing power, increase data resource supply, facilitate model deployment and application, and improve the innovation support system. In strengthening talent service support, the province will improve one-stop entrepreneurship services, intensify OPC talent cultivation, and provide housing support for OPC personnel. In supporting the innovative application of OPCs, Jiangsu will promote innovation mechanisms for opening up application scenarios and deepen scenario-integrated development. In optimizing the OPC ecosystem, it is necessary to strengthen the guiding role of standards, enhance IP compliance guidance, build a comprehensive financial service system, provide high-quality legal services, foster an active innovation ecosystem, and strengthen security governance and safeguards.
