Four Urban Renewal Practices in Jiangsu Promoted Nationwide

Recently, the General Office of the Ministry of Housing and Urban-Rural Development and the General Office of the Ministry of Natural Resources jointly issued the List of Replicable Practices Guided by the Mechanism to Improve the Construction, Implementation and Management of Urban Renewal Projects, in which exploratory practices of cities focusing on four policy mechanisms, namely, preliminary planning, policy standards, approval procedures, and efficient work of urban renewal, were summarized to formulate 30 proven practices from across the country and refined into a practical manual for cities to learn from and apply in light of local conditions, so as to accelerate urban renewal. Among them, four practices from Nanjing and Zhangjiagang in our province have been selected.

Two practices from Nanjing, namely, “Establishing a Joint Planning and Construction Review Mechanism for Functional Changes of Existing Buildings” and “Continuously Improving Fire Safety Inspection and Approval for Existing Building Renovations”, have been included under the category of “Improving Urban Renewal Policies, Standards and Specifications”. Another practice, “Improving Approval Procedures for Existing Building Renovation Projects”, has been listed under the category of “Classified Improvement of Approval Procedures for Urban Renewal Projects”.

Zhangjiagang’s “Establishing a Joint Independent Renewal Model for Industrial Enterprises” has been selected under the category of “Strengthening Preliminary Planning for Urban Renewal Projects”. This model encourages industrial enterprises to carry out joint renovations, whereby the local government delineates renewal zones and identifies enterprise clusters before formulating renewal implementation plans and handling approval procedures. For example, when this model was adopted by the Phase-I project of Nanzhuang Industrial Zone in the city, three enterprises jointly commissioned a design institute to formulate a renewal plan by planning the cross-parcel construction of high-standard workshops and basements, building road intersections and roads on a unified basis, and sharing fire-fighting water pools and power distribution facilities.
