The Action Plan for Building High-quality Datasets for Physical AI and World Models in Jiangsu (2026-2028) has been issued recently. The document was jointly formulated by Jiangsu Provincial Data Administration, Jiangsu Provincial Development and Reform Commission, Jiangsu Provincial Department of Science and Technology, and Jiangsu Provincial Department of Industry and Information Technology.
The Action Plan echoes the evolving trends of AI—from digital simulation to physical-world interaction, and from digital intelligence to spatial intelligence.
Given Jiangsu’s strength in manufacturing, science and technology, education, and talent reserve, the plan prioritizes three areas: building real-device interaction datasets, expanding simulation and synthetic data, and making breakthroughs on frontier datasets for scientific research. It aims to build a sound ecosystem, in which real-world scenarios pull data, data drives model development, models empower applications, and applications generate value.
The Action Plan lays out Jiangsu’s overarching development targets. By the end of 2028, in response to the AI application demands of Jiangsu’s initiatives to develop the “1650” industrial system, the “51010” strategic emerging industry clusters, and the “6+6” priority industrial sectors, the province will build high-quality physical AI datasets covering more than 100 key real-world scenarios; construct more than 10 high-quality datasets oriented toward the frontier of world models—datasets featuring causal consistency, spatiotemporal continuity, and application verifiability; improve models’ capabilities in physical cognition, real-time simulation, and iterative optimization; achieve technological breakthroughs in multi-source heterogeneous semantic alignment and fusion processing, ontology modeling, and multimodal data synthesis and simulation enhancement; formulate standards for data collection, annotation, and evaluation; and create exemplary application scenarios for data-driven innovative development of physical AI.
(*The “1650” Industrial System: 16 provincial-level advanced manufacturing clusters, supported by 50 key industrial chains.
*The “51010” Strategic Emerging Industry Cluster Program: five strategic emerging industry clusters with global competitiveness, 10 strategic emerging industry clusters holding leading positions across the domestic Chinese market, and 10 future industry clusters positioned to deliver paradigm-shifting breakthroughs.
*The “6+6” Priority Industrial Sectors: six core emerging pillar industries (focused on near-term industrial capacity building and strength consolidation), six next-generation future industries (focused on forward-looking, long-term competitive positioning). )
