According to its official website, the National Data Administration (NDA) has recently conducted field research in multiple locations across Jiangsu to examine the development pathways and practical experience of the province’s data industry. Findings show that Jiangsu’s data industry has reached a scale of RMB 470 billion.

The research noted that, leveraging its solid industrial foundation and concentrated innovation resources, Jiangsu has coordinated the development and utilization of data resource development and utilization, application scenario development, and industrial cultivation. It has also actively explored effective ways to enable industrial transformation and upgrading and to foster new quality productive forces through data, accumulating practical experience for deepening the reform of market-oriented allocation of data as a production factor.

In terms of the development and utilization of public data resources, Jiangsu has built the Suzhengyuan integrated digital resource platform and launched a supply-demand match-making initiative for digital resources among 95 provincial-level departments, enabling unified management of public data across the province.

An integrated provincial-municipal platform for the authorized operation of public data has been established. It has released a catalogue consisting of 1,808 categories, provided over 20 billion pieces of data items to authorized operators, and seen public data products accessed by the market more than one million times.

In integrated data application and scenario development, Jiangsu has focused on key sectors to promote the integrated development and utilization of public and corporate data, creating a closed loop for value realization of data as a production factor.

In fostering the data industry, Jiangsu has expanded it to a scale of RMB 470 billion. The province has continued to improve the public service system for the data industry and set up a provincial innovation and entrepreneurship support center for the digital and intelligent economy, offering data, computing power, development environments and other supporting production factors to data developers.

To better leverage data as a production factor to empower AI innovation, Jiangsu has developed high-quality industry datasets covering antibodies, drug efficacy, intellectual property rights, music theory, and the Grand Canal culture, and accelerated the development of an innovative model where scenarios drive data generation, data fuels model training, models empower applications, and applications create value.
