Provincial Market Regulation Administration Introduces 12 Measures to Support the Development of AI OPCs

The Provincial Administration for Market Regulation has introduced 12 measures to support and promote the development of AI OPCs (One-Person Companies), covering the entire lifecycle from establishment and standardization to technical support, marketing, and intellectual property protection.

The province proposes to establish a Specialized Entrepreneurship Service Zone for AI OPCs, providing newly established enterprises with integrated “single-window acceptance and online processing” services for business registration, opening of bank accounts, and tax registration. Pilot initiatives will also be launched to support AI-assisted autonomous name registration and standardized adaptation of business scopes. In addition, a one-on-one licensing service mechanism will be implemented for AI OPCs. Dedicated service officers will be assigned to assist with licensing applications involving areas such as qualification certification for inspection and testing institutions, offering end-to-end policy guidance and follow-up support from document preparation through final approval.

To address potential risks, Jiangsu will establish an enterprise liaison mechanism for digital human live-streaming OPCs and issue compliance guidelines for digital human live-streaming, helping OPC enterprises prevent and control marketing-related risks.

Standards serve as both the yardstick of industrial development and the cornerstone for quality improvement and industrial upgrading. The province will support AI OPCs in participating in the formulation of local standards through open, competition-based mechanisms, focusing on areas such as model innovation, scenario-based applications, and ecosystem services. In terms of service support, Jiangsu will encourage the establishment of one-stop quality infrastructure service stations in AI OPC clusters and guide relevant inspection and testing institutions to open fast-track (green channel) services for AI OPC testing and certification. At the same time, intellectual property protection will be strengthened by enhancing online infringement monitoring and traceability for core outcomes such as OPC algorithms, models, and datasets.
