The General Office of the Jiangsu Provincial People’s Government recently issued the Several Measures on Accelerating the High-Quality Development of the Provincial Postal Industry, aiming to build a modern postal and delivery service system with advanced facilities, leading technologies, and efficient services.

The Measures propose that by 2027, Jiangsu Province’s postal industry will handle over 25 billion express delivery items, initially establishing a well-developed infrastructure system, service supply system, and industrial support system. By 2035, the industry scale will have quadrupled, with a service network covering urban and rural areas, connecting the whole country and linking to the world, thus establishing a postal industry commensurate with a modernized new Jiangsu that is prosperous, beautiful and culturally advanced.

The Measures propose 23 specific initiatives, centering on eight aspects, including improving postal infrastructure, building modern industrial support systems, strengthening service provision, advancing smart postal development, promoting green and low-carbon growth, building a high-standard “Safe Postal” system, enhancing governance capacity, and strengthening the guarantee of resource factors. In terms of improving the postal infrastructure system, efforts will be made to promote the construction of national postal and express hubs, strengthen urban and rural express delivery service facilities, and improve cross-border express delivery and logistics channels. In building a modern industrial support system, it is necessary to deepen services for modern agriculture, accelerate services for advanced manufacturing, better serve cross-border trade, and extend the express delivery and logistics industrial chains. In accelerating the development of smart postal services, the development of “unmanned express delivery” will be promoted, the intelligent development of facilities and equipment will be advanced, and the value of industry data will be explored. In promoting green and low-carbon development of the industry, the green transformation of express packaging will be accelerated, and carbon emissions in the industry will be controlled and reduced.
