Jiangsu Low-altitude Flight Service Center Opens for Service

Recently, Jiangsu Low-altitude Flight Service Center is officially opened to the public, marking the implementation of the “multi-stakeholder” collaborative management model for low-altitude airspace in Jiangsu.

Jiangsu Low-altitude Flight Service Center is a provincial-level low-altitude flight service institution authorized for operation by Jiangsu Provincial People’s Government. As part of the national air traffic management system, it is incorporated into the civil aviation air traffic control regulatory framework. Under the leadership of Jiangsu Provincial Department of Transportation, it assists in undertaking the collaborative operation of the province’s low-altitude airspace and low-altitude flight service management, and guides the development and operation of municipal-level low-altitude flight service platforms.

The center has established China’s first provincial-level platform enabling integrated management of both manned and unmanned aerial vehicles in low-altitude airspace. Leveraging digital airspace management and intelligent traffic management technologies, it provides effective support for various stakeholders managing Jiangsu’s low-altitude airspace and offers services such as flight declaration, route planning, and meteorological information to low-altitude flight users. Aiming for the management goal of “one standard, one platform, one set of rules, and one network”, the center is building a two-tier low-altitude flight service system integrating provincial and municipal levels. It interconnects data with air traffic management organizations, civil aviation air traffic control, transportation, public security, meteorological departments, and flight users, providing full-process services and safety guarantees for various flight activities.

Jiangsu Low-altitude Flight Service Center achieves deep integration with the civil aviation air traffic control system through digital airspace management technology, forming a new “multi-stakeholder” management model for low-altitude airspace, offering the “Jiangsu solution” for low-altitude airspace reform. Moving forward, the center will advance the development of the low-altitude flight service system following the progressive path from “visible and manageable” to “convenient to fly and effectively managed”, and then to “flying well and managed well”. By 2025, the center aims to achieve surveillance and early warning for cooperative flight activities and airspace status monitoring, reaching the “visible and manageable” stage. By the end of 2027, it plans to improve hardware, software, and institutional systems, initially establishing collaborative service capabilities for manned and unmanned aircraft to meet low-altitude application and emergency management needs, achieving the “convenient to fly and effectively managed” stage. By 2030, it aims to establish an intelligent low-altitude flight service support system that covers the entire province, functions efficiently, provides diverse services, and operates in a standardized and well-managed manner, realizing the “flying well and managed well” stage.
