Changzhou Explores Ways to Deliver Surplus Food

On February 1, Wujin District of Changzhou City launched the “Shi Wu Yi” platform. Previously, at the end of January, the Changzhou Economic Development Zone launched an intelligent food bank. Both initiatives are dedicated to safely delivering surplus food to those in need and bridging the “last meter” of charitable assistance.

The Shi Wu Yi platform conducts triple checks on food, enables full-process traceability and temperature-controlled delivery to strengthen food safety. Simultaneously, it builds a closed loop model combining online reservation and onsite pickup from smart lockers. On its first day of operation, the platform distributed 420 food packages. The platform currently serves five categories of whitelist recipients verified by civil affairs departments, such as families receiving subsistence allowance and families facing difficulties in expenditures, with 2,400 people registered. They can conveniently access food via a WeChat mini-program. The intelligent food bank in Changzhou Economic Development Zone covers 104 families in difficulty in Yaoguan Town and establishes a new distribution mechanism that prioritizes whitelisted groups while allowing supplementary access for members of new employment groups. The platform upgraded the original food boxes to 24-hour temperature-controlled smart lockers, ensuring that donated supplies are fully distributed each day and that utilization efficiency is maximized.

Changzhou encourages businesses like RT-Mart and KFC to continuously participate in surplus food donation activities through policies such as issuing public welfare donation receipts and implementing tax incentives. Volunteers and professional social workers form the backbone of the delivery system.
