To implement the rural revitalization strategy and ensure targeted land use for rural development, Jiangsu Province has recently issued the Guidelines of Jiangsu Province on the Work to Support Rural Construction Land Use (2025).

On the premise of ensuring the public nature of land ownership, the area of farmland remaining above the specified red line, and farmers’ interests, the Guidelines, focusing on full-chain factor support for rural construction land use, has clarified the supporting paths, methods and requirements of construction land use for economic and social development in rural areas outside the urban development boundary, covering territorial spatial management, land use approval, land supply and planning permits.

The Guidelines has stipulated that, in terms of planning, village planning should be improved dynamically and sustainably to meet land demand for rural development in a timely manner. Counties may reserve a certain proportion of new rural construction land quotas as flexible indicators to satisfy projects with special site-selection requirements. In terms of land use approval, more coordination should be made to support rural construction projects, with priority given to their land demand. In terms of land supply, localities are encouraged to explore ways to provide combined land supply across different land use types, land parcels and ownership types. In terms of planning permits, the Guidelines has proposed to issue the construction land use planning permit, the construction project planning permit and the real estate ownership certificate at the same time to meet land use demand for rural development.
