On February 23, Rudong held the Conference on New-Type Industrialization and Innovation & Development of “AI + Manufacturing”, on which Several Policy Measures to Accelerate Integrated Development of Scientific and Technological Innovation and Industrial Innovation was issued.

The Measures focuses on strategic sectors such as marine industries, AI, and biomedicine, and puts forward a full-cycle targeted support system covering talent introduction and cultivation, R&D and innovation, commercialization, and market expansion. It proposes increasing subsidies for R&D and incentives for the commercialization of scientific and technological achievements, as well as supporting the development of key laboratories, technological innovation centers and other platforms, so as to stimulate the vitality of enterprises in innovation and boost scientific and technological innovation. According to the document, subsidies and incentives will be provided for major project investment, technological transformation in enterprises, digital and intelligent transformation, and the development of high-standard innovation platforms to upgrade the manufacturing sector across the board and accelerate new-type industrialization. Moreover, the Measures also addresses foreign trade, foreign investment, the service sector, and the green and low-carbon transformation of industries in Rudong through policy and financial support, and proposes giving full play to the leveraging role of fiscal and financial funds, and using diversified tools to remove blockages that refrain capital from flowing into the real economy to enable industrial development with fiscal and financial support.

At the starting point of the 15th Five-Year Plan period, Rudong will prioritize industrial development by focusing on the “1+3+N” modern industrial system to ensure the added value of industrial enterprises above designated size increase by over 8% year on year for the year. It will strengthen and improve the collaborative model of “R&D in Shanghai, Manufacturing in Rudong”. The city will further implement the “AI +” initiative and the new round of three-year campaign for intelligent transformation, digital upgrading and network connectivity, speed up the formulation of “AI + Manufacturing” transformation roadmap, and establish a coordinated development model featuring “green power + computing power + industries”.
