Located in Nanjing Airport Bonded Logistics Center (Type B), the nearly 10,000-m2 Nanjing Hangji Lishui Cross-border E-commerce Warehouse is busy. Rows of 8-meter-high shelves are full of imported goods such as personal care products, beauty makeup, milk powder, and healthcare products. Forklifts shuttle back and forth, and thanks to the skilled operation of workers, each package is passed from the logistics center through the conveyor belt in just seconds and delivered to consumers in all parts of the Yangtze River Delta region at the fastest speed.

“Our company is mainly engaged in cross-border e-commerce online shopping bonded imports business, focusing on the Yangtze River Delta region. We sell overseas daily necessities, cosmetics, personal care products, milk powder, healthcare products and other best-selling products. Since entering the logistics center, related businesses have achieved rapid growth year after year”, said Yu Yi, business manager of Nanjing Hangji E-commerce Service Co., Ltd. Jinling Customs has tailor-made a series of security solutions for enterprises to ensure efficient on-site clearance and next-day delivery for most packages, greatly improving consumer experience and competitiveness of the companies.

According to the statistics of Nanjing Customs District, there are currently 14 special customs supervision areas and 3 bonded logistics centers in Jiangsu engaged in cross-border e-commerce bonded logistics business. From January to February this year, the bonded import and export volume of cross-border e-commerce online shopping increased by 44.7% year-on-year. In 2022, the Nanjing Airport Bonded Logistics Center (Type B) achieved a leapfrog development from zero to over USD 8 million in cross-border e-commerce online shopping bonded imports in the jurisdiction. From January to February 2023, cross-border e-commerce imports in Nantong Comprehensive Bonded Zone increased by 5.5 times year-on-year.

While cross-border e-commerce is “speeding up”, consumers’ “global shopping” experience is gradually improving, and e-commerce companies no longer have to worry about returning packages.

On March 7, under the supervision of Nantong Customs District, a batch of returned packages from domestic consumers completed the return declaration and inspection in the cross-border e-commerce retail import return central warehouse in Nantong Comprehensive Bonded Zone, and passed the enterprise inspection to confirm that the goods meet the resale standards and they will return to shelf for sale later.

“Thanks to the customs’ return central warehouse model, the processes of receiving, sorting, and warehousing cross-border e-commerce returned goods that originally needed to be carried out outside the comprehensive bonded zone can now be conducted within the zone. For enterprises, this saves a series of operating costs such as logistics and warehousing. For consumers, it also solves the problem of slow and difficult returns of goods in cross-border e-commerce.” Zhang Dafeng, manager of Nantong Canda Supply Chain Management Co., Ltd., said that “the processing time for the return of goods imported in cross-border e-commerce has been shortened to within one working day in the fastest condition.”

Hu Wenjie, Director of Free Trade Department of Nanjing Customs District, said that in the next step, Nanjing Customs District will firmly follow the primary task of high-quality development, further promote the comprehensive development and implementation of facilitation measures such as the application of barcodes for cross-border e-commerce imported retail goods, and inject new momentum for foreign trade development.
