Goals of the provincial Report on the Work of the Government and division of work defined

The plan on division of work among government departments for the major targets and tasks set out in the 2018 Report on the Work of the Government of our province has been nailed down in recent days, dividing the major work of the year into ten categories and prioritizing 58 key tasks, each of which falls into the responsibilities of a specific department.

In light of the requirement for high-quality development, the report involves 10 aspects, namely, renewing our effort in supply-side structural reform, devoting great energy to implement the rural rejuvenation strategy, promoting balanced development of the urban and rural areas and among regions on a higher level, advancing reform in key areas to produce real results, speeding up to break new ground in pursuing opening up on all fronts, working to ensure and improve people’s wellbeing, making steady progress in building a beautiful Jiangsu, pushing forward the development of socialist culture, exploring new ways for the improvement of social governance, and fulfilling ten practical deeds that concern people’s wellbeing.

The provincial Development and Reform Commission, as the competent department for macro-economy, shoulders several key tasks. Some of the work has bearing on the whole picture of work and thus needs to be promoted by a coalition of departments through pooling resources of various sectors and forming a synergy of efforts. For example, the special Campaign of Two Reductions, Six Treatments and Three Improvements will be taken care of by 19 departments, including those for development and reform, economic and information technology, budgetary funds, finance, taxation, commodity price, environmental protection, quality supervision, housing and urban development, and transport; the work on actively fostering new drivers for economic development will be the responsibility of 16 departments, including those for commerce, science and technology, tourism, culture, and communications other than those for development and reform, and economic and information technology; the work on improving systems and mechanisms for promoting integrated urban-rural development will be taken charge of by 19 departments, including those for housing and urban development, transport, human resources and social security, and agricultural commission.

For those tasks concerning deepening of reform, although each task will be taken care of by only a small number of departments, it is specific and unequivocal, with an aim of consolidating the responsibilities of the reform entities and producing targeted and efficient results. The reform of power-delegation, collective administration and quality service, which has attracted wide attention and involves top-level design, is taken charge of by the provincial Commission Office of Public Sectors Reform, the General Office of the Provincial People’s Government, the provincial Development and Reform Commission, the provincial Administrative Affairs Office, the provincial Legal Affairs Office, the provincial Industrial and Commercial Administration, and the provincial Department of Land Resources; in order to create a favorable environmental for the development of private businesses, the plan on division of work addresses the obstacles and bottlenecks businesses will encounter during their development, including credit and loans, get listed, taxation, innovation, bidding and tendering, and labor, and designates competent departments to resolve them.

The ten practical deeds that concern people’s wellbeing are closely related to people’s daily life, so the competent departments are more focused. For example, improvement of living conditions will be taken charge of by the provincial Department of Housing and Urban Development, the improvement of transportation conditions in rural areas by the provincial Department of Transport, the provincial Department of Finance, and the provincial Department of Water Resources, and the project to treat water pollution by the provincial Department of Housing and Urban Development, the provincial Department of Water Resources, and the provincial Department of Environmental Protection.

High-ranking officials of the Provincial People’s Government require that, the targets and tasks set out in the Report on the Work of the Government are the pledges of the government to the people, competent departments should be aware of their respective duties, refine and decompose the tasks, clarify the timetable, the accountable person and supporting measures for each task, make all efforts to implement them 100% , fulfill the tasks, and deliver satisfactory results.
