2017 Report on the Work of the Government

Fellow Deputies,

On behalf of Jiangsu Provincial People’s Government, I now present to you the report on the work of the government for your deliberation, and I invite comments and suggestions on my report from the members of the Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC).

Faced with an intricate domestic and international environment over the past year, we earnestly implemented the decisions and instructions by the CPC Central Committee and the State Council and the requirements of the CPC Jiangsu Provincial Committee. Centering on the goal of building a New Jiangsu with strong economy, affluent people, beautiful environment and enhanced public civility, we strived for progress while maintaining stability, conscientiously put in place new development vision, actively adapted to the new normal of economic growth. We intensified efforts to conduct supply-side structural reform and coordinated the relations between reform, development and stability. We attained the main goals set in the 4th session of the 12th Provincial People’s Congress and got off to a good start of the 13th Five-Year Plan Period. The provincial GDP reached RMB 7.6 trillion, an increase of 7.8%. The general public budgetary revenue reached RMB 812.1 billion, up by 5%. The social input into R&D accounted for 2.61% of provincial GDP. The per capita disposable income of both urban and rural residents grew by 8% and 8.3% respectively. The registered unemployment rate in urban areas was kept under 3%, and CPI increased by 2.3%. The target of energy conservation and emission reduction was met and ten practical deeds related to people’s well-being were completed.

1. We centered on five major tasks and achieved initial success in structural reform on the supply side. We put into force “1+5+1”policies and opinions, adopted market-based instruments and legal measures to cut overcapacity and excess inventory, deleverage, reduce costs, and strengthen weak links. We actively reduced excess production capacity by cutting the production capacity of coal, steel, cement and flat glass by 8.18 million tons, 5.8 million tons, 5.12 million tons and 3 million weight cases respectively and removing 3.3 million deadweight tons of ship building capacity. We adopted classified regulation on the real estate market and curb the fast rise of the real estate price in hot cities. We moderately lowered the leverage ratio of enterprises and gave priority to the role of capital market. The debt-to-assets ratio of industrial enterprises above the designated size dropped by 0.76 percentage point. RMB 451.2 billion worth of government bonds was issued. Matured government debts were swapped as government bonds, saving over RMB 15 billion of interest expense annually. We staged policies on lowering the corporate cost of the real economy twice. RMB 107 billion of corporate cost was directly reduced. We intensified our efforts to strengthen weak links by investing RMB 400 billion in 55 special programs and 200 projects in five fields including people’s livelihood and public service. 

2. We actively expanded effective demand to ensure that economy operates within a proper range. We earnestly implemented the national macro regulation policy and adopted targeted measures and as a result, steady progress and robust momentum was achieved in economic performance. We further expanded effective input. The investment in fixed assets increased by 7.5%, among which the investment in technical innovation increased by 14.8%. A batch of key infrastructure projects involving transport, energy, water conservancy and information were completed. We formulated and implemented policies and measures on promoting sustained and sound development of private investment, which boasted a growth 3.6 percentage points higher than the national average. We adopted policies to ensure that the financial sector serves the development of manufacturing industry and secured the supply of factors of production including land, energy, labor force, etc. The overall competitiveness of the real economy was enhanced. The profits made by industrial enterprises above the designated size reached RMB 1.05 trillion, up by 10%. We vigorously implemented six consumption projects including smart information, health and elderly care and fostered online consumption. The total retail sales of consumer goods grew by 10.9%. Among others, the volume of online retails above a certain designated size increased by 44.8%. Revenue from tourism broke through RMB one trillion. Consumption contributed to 54.2% of economic growth. We formulated and put into force policies and measures on ensuring the steady rise of foreign trade. By launching the action plan on promoting the optimization of imports and exports, we achieved a total export and import of RMB 3.36 trillion, RMB 2.1 trillion export included. In short, we realized steady progress in foreign trade and improved its quality.  

3. We intensified innovation-driven development and accelerated the economic transformation and upgrading. We pressed ahead with the development of the industrial scientific innovation center and international advanced manufacturing base. New progress was made in the development of South Jiangsu Innovation Demonstration Zone. Input in R&D totaled RMB 198.5 billion in all sectors. Among others, enterprises’ input into R&D accounted for over 80% of the social total. The number of high tech enterprises exceeded 11,000. Nearly 90% of large and medium-sized enterprises have established R&D centers. 385 maker spaces above and at the provincial level were developed. The number of patent owned by every ten thousand people reached 18.5. The contribution of scientific and technological advances towards economic development reached 61%. The regional innovation capacity has taken the national lead for eight consecutive years. We implemented eight projects listed in the outline of Jiangsu’s action plan for Made in China 2025 strategy and assisted enterprises to upgrade their manufacturing facilities and internetization. Pilot programs for Made in China 2025 were carried out in South Jiangsu city clusters. 309 demonstration intelligent workshops at the provincial level were set up. The sales revenue of the emerging strategic industries increased by 10.5%. High tech industries yielded 41.5% of the total output value. We carried out “Double Hundred” Project of producer services (one hundred key industrial construction projects and one hundred key technological upgrading projects) and committed to the development of platform economy aiming at nurturing 100 key platform enterprises, contributing RMB 100 billion of tax revenue and creating RMB one trillion of industrial scale. The added value of the service industry accounted for 50.1% of the provincial GDP, increasing by 1.5 percentage points. The World Internet of Things Exposition and the World Intelligent Manufacturing Conference were successfully held. 

4. We stepped up environmental governance efforts and pushed forward ecological progress. We deeply implemented the important instructions by General Secretary Xi Jinping on “Joining hands in Protection, Refraining from Massive Development” along the Yangtze River Economic Belt and intensified our efforts to advance environmental protection and the building of ecological environment. We launched the campaign to reduce the consumption of coal and backward chemical production capacity, comprehensively treat the water pollution of the Taihu Lake, household waste, black and odorous river, livestock production waste, VOC and hidden environmental dangers and improve the ecological protection, the regulations of economic policies on environment and the environmental supervision and law enforcement. We strived to make progress in key projects for air pollution control. The average PM2.5 density dropped by 12.1% over the previous year, and the number of days with excellent air quality in urban areas increased by 3.4 percentage points. The tasks for air quality control during the G20 Hangzhou Summit were successfully completed. We intensified efforts to prevent and treat water pollution, renovating and upgrading the standards of sewage disposal plant and comprehensively treating the urban black and odorous water body. The proportion of AAA water quality in 104 water sections evaluated by the state authority increased by 9.9 percentage points. We have ensured for nine straight years that people can have the access to safe drinking water and no large-scale lake flooding happen along the Taihu Lake valley. We launched the work program on the prevention of soil pollution and built a network monitoring soil environment. We vigorously promoted the green transformation of production mode and intensified efforts to conserve energy and reduce emission in key areas. The energy consumption per unit GDP decreased by over 3.7%. Remarkable effects were achieved in improving both urban and rural environment, with forest coverage rate reaching 22.8%. We established the grid environment supervision mechanism and gave priority to the environment treatment in chemical industrial parks. We coordinated the central environmental inspection and fought against environmentally illegal activities. We developed new ecological management system, implemented the rules of responsibilities on the work of ecological management and measures for the accountability of party and government leaders for damage to the ecological environment and introduced fiscal policies directly linked to the quantity of pollutant discharge. The “Dual Compensation” mechanism of water and environmental resources was deepened. Key reforms involving regulations on the ecological red line and environmental assessment in regional development strategies were solidly pressed ahead. 

5. Reform and opening up was accelerated in an all-round way and development dynamism was vitalized. The reform of power-delegation, collective administration and quality service was intensified. We fully abolished the items not requiring the administrative review and approval and abolished or delegated to lower-level government powers of review and approval over 193 matters. The time limit of approval was compressed to less than 50% of the designated time. We initially established a unified power list at the provincial, municipal and county levels. With Jiangsu 12345 online being launched, Internet Plus administrative service moved forward. We fully adopted the registration model of “Many-in-One Permit” and “One License, One Code” and the registration model of “Two-in-One Permit” for private business was in full play. The newly registered number of enterprises and registered capital was increased by 30.4% and 45.2% respectively. Private business took up 55% of the provincial GDP. The practice of replacing business tax with VAT was in full implementation and the local financial reform and innovation was accelerated. Investment and financing system reform policies were made and implemented in an intensive way, attracting social investment worth RMB 177.3 billion in total. The reform of the system of pension insurance for government and government affiliated institutions was carried out in an orderly way. Basic pension insurance for urban and rural residents achieved new headway and critical illness was fully insured in both urban and rural areas. We actively engaged in the Belt and Road Initiative and promoted the international cooperation in production capacity, engineering design consultation and construction and facilitated equipment manufacturing to go global. We had 1,067 new foreign investment projects with contracted investment worth USD14 billion. We focused on improvement in eight areas and the actual inflow of foreign investment reached USD 24.52 billion. We established a comprehensive evaluation and dynamic management system for development zones and function of open carriers at the state and provincial levels were further improved.  

6. We intensified coordination and further promoted balanced development of the urban and rural areas. Twelve pilot programs of new-type urbanization were implemented in a comprehensive way including registering eligible rural workers as permanent urban residents and the urbanization rate reached 67.7%. Two improvements were made in economical and intensive land use that the level of protection and utilization of resources were greatly improved. The impact of natural disasters like non-stop rain was overcome and the grain yield reached 34.66 billion kilograms. New rural construction was driven ahead with 15,000 dilapidated houses renovated, 4,100-km motorways newly reconstructed and 2.11 million additional rural residents gaining access to safe drinking water. Rural homestead system reform was further promoted. Pilot program of mortgage loans on contracted land operation rights and housing property rights in rural areas made headways. Implementation plan on the development of the Yangtze River economic belt was announced and the integrated development with distinctive local features was accelerated in the areas along the Yangtze River. A new round of supportive measures to North Jiangsu development was in full implementation. All development tasks along the coastal areas were accomplished. We sped up fostering new growth areas along the east Lanzhou-Lianyungang Economic Belt and gave full support to the comprehensive rejuvenation of the old industrial base in Xuzhou and further construction of the new type industrial base in the coastal areas of Lianyungang. Progress was made in promoting the regional economic integration of Yangtze River Delta and interprovincial cooperation. New outcome was made in paired assistance and poverty alleviation work.

7. We strengthened development of social programs and improved people’s livelihood. 75% of the provincial public fiscal expenditure and 80% of the provincial financial revenue was used to improve people's livelihood. Resident’s income increasing plan was implemented with per capita income of urban and rural residents reaching RMB 40,152 and RMB 17,606 respectively. Employment was expanded with 1.432 million additional residents employed, overall employment rate of university graduates reaching 96.9%, 24,000 workers laid off for the reduction of excess production capacity was reemployed and 228,000 rural labors started their own business. We improved the social security system with the minimum standards of basic pension insurance for retired residents increased by 6.9%. The reimbursement rate of medical expenses of workers and residents in urban areas was further improved. Medical settlement in different places within the province could be made on line. The reimbursement rate of rural residents complying with policies of new rural cooperatives reached more than 76%.  Social aid system was kept improving and law aid service covered low-income people. Remarkable progress was achieved in promoting education reform. The quality of primary education was largely improved. The development of high level universities was initiated.  The equity of education was fairly enjoyed. “Healthy Jiangsu” program was promoted to see new progress was made in the pilot reform of comprehensive health care. Grading diagnosis and treatment system was implemented and the community clinic diagnosis accounted for 60% of the total hospital diagnosis. We brought into force the policy of one couple bearing two kids across the province. We promoted the integration of medical care and elderly service to further improve the old-age care system. The cultural undertakings advanced in an all-round way and the development of the cultural industry was accelerated. The facility of public cultural service covered the whole province. We strengthened the protection, inheritance and utilization of cultural heritage. Province-wide reading activity still took a lead in the country. Our athletes made outstanding performance in Rio Olympic Games and Paralympics. We strengthened poverty alleviation measures to improve the per capita income of over 600,000 low-income residents to RMB 6,000. We made great efforts in providing affordable housing with rebuilding 274,000 units and newly building 275,000 units in rundown city areas. Registration of real estate was carried out throughout the province. Major progress was made in upholding rule of law and public safety in Jiangsu and the activity to enhance the law awareness was launched. The work of addressing complaints made through letters or visits was improved and the social credit system made steady progress. Work on food and drug safety was intensified and constant improvement was made in safe production. Explosion accident on April 22nd in Jingjiang was handled properly and we fought against the floods along the Taihu Lake and the Yangtze River and combated the tornado occurred on June 23rd in Yancheng to safeguard people’s daily life in the disaster-stricken areas. New achievements were scored in affairs related to women, children, senior citizens, disabled people and charity. Fresh progress was made in the work on ethnic minorities, religions, foreign affairs, Hong Kong, Macao and Taiwan affairs and overseas Chinese affairs. The development of military and civilian integration was accelerated. Steady efforts were made in national defense mobilization, civil air defense and reserve forces building for national defense and remarkable progress was achieved in special assistance to veteran, support to army and preferential treatment to the families of servicemen. 

In the past year, we persisted in exercising law-based administration, subject to work supervision from people’s congress, legal supervision and democratic supervision from political consultative conference. We handled 543 proposals delivered by deputies of Jiangsu Provincial People’s Congress and 587 from Jiangsu Provincial People’s Political Consultative Conference. We invited deliberation from the Standing Committee of Jiangsu Provincial People’s Congress on 11 local regulations and formulated, amended and repealed five government regulations. We further improved the government operation efficiency by implementing the Eight-Point Decision of the CPC Central Committee, reinforcing our inspection over working conduct, intensifying administrative and audit supervision and strengthening the administrative accountability system. 

Fellow Deputies, the great achievements we made last year did not come easily. We owed all such achievements to the strong leadership of and sound decisions made by the central Party authorities and the State Council as well as the concerted efforts made by all the people in Jiangsu. On behalf of Jiangsu Provincial People’s Government, I would like to pay tribute and heartfelt gratitude to all people in Jiangsu. My gratitude also goes to the deputies to Jiangsu Provincial People’s Congress, members of CPPCC Jiangsu Provincial Committee, non-CPC parties, federations of commerce and industry, mass organizations, people from all walks of life, veteran cadres, the People’s Liberation Army stationed in Jiangsu, the armed police forces and public security police as well as to our compatriots in the Hong Kong and Macao special administrative regions and Taiwan, overseas Chinese as well as foreign friends.

Meanwhile, we are well aware that raft of challenges and problems are hampering the economic and social development of Jiangsu. Structural imbalance on the supply-side is becoming acute. Transformation and upgrading initiatives are facing daunting tasks. The real economy is confronted with multiple difficulties. Growth in effective demand is weakening. There are mounting pressure in achieving fiscal balance and greater risks lurking in the real estate and the financial sector. Air, water and soil are calling for greater efforts to combat pollution. It is getting more difficult to increase the income of urban and rural residents. Many a problem in education, healthcare, elderly support, food and drug safety that concern our people is waiting for solution. There is still room for improvement in transforming government functions. Some government officials fall short of performing in a law-based, accountable and service-oriented manner. Formalism, bureaucratism, hedonism, extravagance and corruption are not completely eradicated. In the process of tackling the “sub-par steel bar” conundrum, measures were not well implemented and enforcement was not rigorous enough. We must take all these problems seriously, and take more forceful measures to address them all. 

This year will be witnessing the grand opening of the 19th CPC National Congress, the intensified effort in supply-side structural reform and the start to fully implement the decisions approved by the Provincial CPC Congress. At the moment, we are pestered with dual challenges—one of a complicated international situation in which protectionism and reverse-globalization are on the rise, and another of a persistent downward pressure on the domestic economy in which the deep-seated problems accumulated over time have not been addressed in substance. Yet at the same time, we need to be confident that more positive changes will take place domestically to ensure a sound momentum of our economic development based on stability, as the national macro regulations are producing better policy effects and the structural reform on the supply-side is being intensified. Equipped with sober-mindedness and confidence, we are to take a proactive yet down-to-earth attitude in performing our duty, so as to ensure a full fulfillment of the major goals set by this government,

This year’s work of government requests us to fully implement the guiding principles of the 18th CPC National Congress, the 3rd , 4th and 5th plenary sessions of the 18th CPC Central Committee, and the important addresses by General Secretary Xi Jinping, act in accordance with the work arrangement made at the 13th Provincial CPC Congress to make sound progress in the “five-in-one” master plan (integrated development of economy, politics, culture, society and the eco system) and the “four-pronged comprehensive strategy” (finishing building of a society with moderate prosperity; deepening reforms; enhancing the law-based governance; and strengthening strict Party self-discipline) in a balanced and coordinated way, make steady progress in economic growth, adhere to and implement the new development philosophy, adapt ourselves to and take the hold of the new normal in economic development, pivot on improving the quality and efficiency of development, focus on innovation and enriching people in our major effort to deepen supply-side structural reform, take a holistic approach to ensure steady growth, stronger reform, optimized economic structure, livelihood improvement, ecological progress and risk prevention, and promote steady and sound economic growth as well as harmony and stability of the society. We will make solid progress in comprehensively finishing building a well-off society in all respects so as to usher in the opening of the 19th CPC National Congress with excellent work. 

Major anticipated goals in this year’s economic and social development are: GDP will grow at 7-7.5%; R&D input from the whole society will reach 2.65% of GDP; the general budgetary income will increase about 5% (calculated with the same caliber); investment in fix assets will grow around 7.5%; total retail of consumer goods will go up by 10%; foreign trade and disbursement of foreign capital will remain stable; increase in CPI will be retained around 3%; another 1.1 million people will get urban jobs, urban registered unemployment will be curbed within 4%; income increase of urban and rural residents will synchronize with economic growth; energy saving, emission reduction, as well as air and water quality will be in compliance with designated standards set by the Central Government. We will focus on the following ten major tasks.

1. We will prioritize optimizing the supply-demand structure, and make all out to ensure a sound and healthy economic development. Efforts in supply-side structural reform will be fueled up to make sure that substantial progress will be registered through cutting overcapacity, destocking, deleveraging, reducing corporate costs, and shoring up weak links, and that quality and efficiency of the supply system will continue to improve. Three targeted action plans will be implemented to weed out the obsolete production capacity, sort out projects that are against the law and regulation and carry out joint law enforcement. Increase in steel production capacity will be strictly banned. We encourage and support efforts to dissolve the overcapacity in cement, ship-building, and plate glass industries. We will clamp down on illegal production, and take it very seriously that unlawful production and operation activities such as production of “sub-par steel bar” stand at no chance to resume. Proactive measures will be taken to deal with “zombie corporations” and ensure proper replacement for the laid-off employees. Tailored policies and regulatory measures will be implemented to best cope with the various situations in different cities. Destocking measures will be integrated into the urbanization process, so that infrastructure connectivity can be promoted amongst the megacities and the tier-3 and tier-4 cities, and effective housing demand by rural migrants and other permanent residents will be observed. Rental housing market will be incentivized and destocking of non-domestic commodity housing will be proceeded in a balanced manner. Destocking and market stability are viewed equally important to ensure a sound development of the real estate sector. The State Council’s opinion on taking active yet reliable measures to lower the corporate leverage ratio will be put into practice, that the ratio of direct financing, and of equity financing in particular, will continue to go up, and debt financing of all kinds will exceed RMB 700 billion. We will be supportive to companies for floating outbound bond. Risks of corporate debt, interconnection and mutual guarantee will be properly defused. Special campaigns to address Internet financial risks will be intensified. There will be more stringent measures in government debt management to forestall regional and systemic financial crisis. National and provincial policy measures to lower corporate cost in the real economy will be implemented on a root-and-branch basis. Targeted inspections will be fared to make sure that the corporate tax burden, institutional trade cost, energy-using cost and logistics cost are further reduced, and the annual cost-reducing amount in total will exceed RMB 100 billion. Fifty-five special action plans will be carried out in five major sectors to shore up the weak links, and the mechanism for program reserve and promotion will be improved. Greater efforts will be made to shore up the weak links in public service delivery, infrastructure, safeguarding of quality life, and ecological progress.  

Total demand will be moderately expanded, and the demand structure will be optimized and upgraded. The six major consumption programs and the ten consumption expansion action plans will be implemented. Special campaigns will be continued to provide the consumers with more options, better quality, and branded goods and services. More commodities for the home market will roll off the same production line with the same label and quality standards as those for the overseas market. The Internet Plus circulation action plan will continue to create new ways for store retail. The tourism plus program will be integrated into the overall development scheme. We will provide better infrastructure and create better environment for consumers. An array of national and provincial key programs concerning major carriers for technological innovation, major industries, major ecological protection, major livelihood improvement and major infrastructure will be implemented with faster pace. We will see to it that major partnership contracts with Central SOEs will be witnessing smooth follow-ups in Jiangsu. Ratio of investment in industrial technical improvement, high-tech industries as well as ecological and environmental protection will be increased. Public-private-partnership model will be improved to further stimulate non-government investment. The “optimized import and optimized export” action plan will be implemented to effectively appease trade friction and accelerate adjustment to export commodity mix and structural optimization of the trading body. We will encourage companies to take part in quality trade fairs both at home and abroad. Development of new business model in foreign trade sector will be sped up. Pilot programs will be carried out in Haimen Dieshiqiao International Home Textile Center and Changshu Garment Center to trial new way of trading via marketing purchase. A number of companies and overseas warehouses will be set up to deliver holistic services to facilitate foreign trade. Carriers for foreign trade such as National Import Promotion and Innovation Demonstrative Zone at Suzhou Industrial Park and the provincial import trading center will be built. 

1. Greater efforts will be made to implement the innovation-driven development strategy and to accelerate the formation of a regional innovation system. Pivoting on building an industrial technology innovation center with global influence, we will continue to implement the 40-item policy to support technology innovation, proceed with special action plans (grooming systems and institutions to facilitate innovation; enhancing corporate innovation capability; boosting competence to make breakthroughs in core industrial technology; highlighting the leading and demonstrative role of high-tech zones; strengthening the agglomeration effect of platforms for innovation), and scale a new height in building an innovation-oriented province. We will prioritize the building of South Jiangsu Indigenous Innovation Demonstration Zone and the National Experimental Zone for Sustainable Development, an exemplary highland for regional innovation. We will strive to resolve a number of core technical problems by designing and implementing special action plans on prospective industrial innovation and commercialization of major research results and will incubate 50 major strategic products of indigenous innovation. Pilot engineering programs of national technological innovation will be staged and the construction of six industrial technology innovation centers will be sped up covering nano technology, medical apparatus, intelligent equipment, laser and photoelectricity, environment protection equipment, as well as communication and network. Greater effort will be made to carry out the action plan for coordinated innovation amongst the industrial sector, universities and research institutes, and to set up industrial innovation strategic alliance. Resources for innovation will be shared and joint efforts will be made for breakthroughs in generic key technologies. The provincial technology equity market will be put into full play and a market-based commercialization mechanism will be improved. Plan to incubate innovation-oriented companies will be carried out with the aim to produce a group of leading innovative companies and “little technological giants”. Small and medium-sized technology companies will be seeing a golden time for growth. The total number of high-tech enterprises will be expected to reach 13,000 in the province. We will vigorously carry out the initiative of promoting information technology in “a demonstration program of one hundred enterprises, a pilot program of one thousand enterprises and a mobilization program of ten thousand enterprises” to bring the leading role of R&D centers in large enterprises into play and encourage and spur them to increase research input. We will erect high-level innovation platforms and push forward the building of new mechanisms in high-tech development zones for transformation, upgrading and improvement of these zones. We will step up efforts to develop Jiangsu Industrial Technology Research Institute, manufacturing innovation centers, university-based high-tech parks and other major platforms for innovation, and support the establishment of China-Germany Intelligent Manufacturing Research Institute in Jiangbei New Area, Nanjing. We will set up professional carriers for innovation and start-ups, start to build public innovation communities and improve the service chain for the incubation of high-tech start-ups. We will make more efforts in building service platforms for human resources and improving the systems and mechanisms for the cultivation, introduction and utilization of human resources. We will foster local human resources while energetically introducing them from abroad. We will keep on lowering down the innovation, entrepreneurship and living costs of talents by providing them with accommodations, subsidies and innovation space. We will forge ahead the building of a province with strong intellectual property, and improve the system for creating, protecting and using intellectual property rights. We will deepen the national pilot project of integrating technology with finance, expand the compensation pool for technology financial risks, and improve the mechanism for sharing such risks to invite more venture capital into innovative enterprises. 

3. We will revitalize the real economy, driving industrial improvement and upgrading. As an important foundation for Jiangsu’s economic and social development, the real economy contributes to over 80% of local GDP; therefore, greater efforts must be made to revitalize the real economy. We will concentrate our efforts on “adjusting the existing production capacity, upgrading the additional production capacity and improving the quality”, and accelerate the building of an advanced manufacturing base with international competitiveness to further improve the overall competitiveness of the real economy. We will improve and upgrade traditional industries by implementing Jiangsu Action Plan for Made in China 2025, and continue with the plan to upgrade manufacturing equipment and popularize information technology in enterprises for deep integration of the manufacturing industry and the Internet. We will organize technological transformation in a large scale, carrying out 200 provincial-level key projects of such kind and building 450 smart workshops in total. We will energetically develop advanced manufacturing industry, and advance the pilot and demonstration project of building city clusters in South Jiangsu under Made in China 2025 to elevate intelligent manufacturing of the province to a higher level. We will formulate guiding principles for adjusting and improving the layout of the manufacturing sector to encourage staggered development and featured development of industries among regions. We will organize and implement a group of projects in strategic emerging industries with advanced technology and a large scale to push our industries to medium and high ends. We will focus on the pilot project of building the national agglomeration area for emerging industries and building the national high-tech industrial base to develop a batch of key platforms. We will continue to implement the “Double Hundred” Project for producer services (one hundred key industrial construction projects and one hundred key technological upgrading projects) and the Project of “One Hundred, One Thousand, Ten Thousand” for the Internet platform economy (100 key platform enterprises, RMB 100 billion tax revenues, RMB 1,000 billion industrial scale), and pick up pace in promoting service-oriented manufacturing and building agglomeration areas for the service sector. We will carry out Quality Enhancement initiative, advocating “craftsman’s spirit” to increase supply of high-quality, high-end products and services. We will implement the Three-year Trademarks and Brands Strategy Initiative, intensifying efforts on nurturing, promoting and protecting brands to grow more “century-old shops”. We will rely on our unique industrial and technological advantages to build exhibition brands with global influence. We will give more support and provide more services to the real economy, facilitating large enterprises and corporation groups to grow stronger and nurturing a group of leading, benchmarking and champion enterprises in each industry. We will encourage small and medium-sized enterprises to become more specialized, sophisticated, distinctive and innovative. We will reinforce monitoring on economic operation, stabilize market expectations, make policies targeted at key industries and enterprises with major difficulties, and improve the systemic interaction mechanism between the government and enterprises. We will consolidate provision of such production factors as capital, land, energy and labor force, starting to build a provincial-level comprehensive financial service platform, continuing to emphasize the pilot project of innovating the on-lending model for small and micro businesses and the regulated development of the guarantee industry, expanding the issuing scales of “small and micro start-up loans” and private placement bonds, and establishing and improving policies to support the “joint role of investment and loans” to serve more innovative enterprises and start-ups. 

4. We will accelerate agricultural supply-side structural reform to upgrade agriculture and enhance its performance. We will make adjustments to the agricultural structure, and expand the scale of industries with distinctive features according to local conditions, and improve the proportion of quality brand grain. We will promote the composite farmland production pattern in some areas, actively develop facility agriculture, and push forward with comprehensive agricultural development. We will forcefully develop creative and leisurely agriculture and rural tourism to advance integrated development of the primary, secondary and tertiary industries. We will develop more green and quality agricultural products, enhance brand building of agricultural products, promote such new sales models as e-commerce and direct distribution for them, and support their exhibition and overseas promotion. We will develop the ecological and circular model of combining farming with animal husbandry, make more efforts to treat pollution from livestock and poultry, and achieve zero growth in the use of chemical fertilizers and insecticides. We will encourage innovative applications of new agricultural technologies, products and equipment, energetically develop the Internet Plus modern agriculture, and develop a group of intelligent and sophisticated new models and demonstration bases equipped with information technology of modern agriculture. We will continue to build rural infrastructure, including road, power supply, water supply, communications facilities, logistics and information networks, and improve public services. We will fulfill the task of registration and certificate conferment of re-evaluated contractual management right of rural land, and deepen the reform of “separation of three rights” (collective ownership, contractual right and managerial right) of rural land. We will promote orderly transfer of rural land operating rights in compliance with the law, foster new agricultural operation entities, and encourage moderate scale operations in various forms. We will make steady progress in the reform of rural collective property rights institutions, and have the pilot project of the Sunshine Initiative which focuses on managing rural collective “three assets” (funds, fixed assets and resources) covering more areas. We will do a good job in acquisition of rural land, entrance of collective operating construction land into the market, reform of rural homestead system and the pilot project of mortgaging the “Two Rights” (the management right of rural contracted land and the property right of farmers’ housing).

5. We will intensify coordination and promote balanced development of the urban and rural areas and among regions. We will take city clusters as the main form to bring the driving force of the megacity of Nanjing into play, making substantive progress in integrated development of Nanjing, Zhenjiang and Yangzhou and promoting agglomerated and integrated development of cities along the Yangtze River. We will improve the overall carrying capacity and public services of small and medium-sized cities, and encourage small towns, where conditions allow, to develop into new counties or satellite towns. We will promote people-oriented new type of urbanization. We will emphasize the comprehensive pilot project of national new type of urbanization, carry out such key tasks as urbanization of transferred rural population, diversification of investment and financing systems and integrated development of industries and cities. We will steadily move forward pilot reform of administration system in developed townships. We will align and coordinate economic and social development, land use, urban construction and other major planning among regions, carry out the pilot project of “integrating multiple regulations into one”, and improve urban planning management. We will enhance such urban infrastructure as integrated transport networks and utility tunnels, and develop sponge cities and control easily flooded urban spots to promote distinctive, green and intensified development of cities. We will carry out comprehensive treatment of the urban and rural environments, protect historical cultures and traditional villages, and build some beautiful villages. We will promote integrated development of urban and rural areas, making breakthroughs in coordinated industrial development, infrastructure, public services, employment and social security in urban and rural areas.

We will balance the development of South Jiangsu, Central Jiangsu and North Jiangsu, and promote coordinated development of areas along the Yangtze River, Shanghai-Nanjing Railroad, the coastlines and Xuzhou-Lianyungang Railroad. We will implement the plan to develop the Yangtze River Economic Belt, support construction of such carriers as Jiangbei New Area, Nanjing, and Tongzhouwan Demonstration Zone for Joint Development of the Yangtze River and the Yellow Sea, and focus on such key projects as the Phase II of 12.5-meter Deep-Water Yangtze Channels Southward from Nanjing. We will expedite construction of indigenous innovation zones, advanced manufacturing agglomeration areas and pioneering zones for opening up of service trade to the outside world in areas along Shanghai-Nanjing Railroad. We will boost integrated development of coastal regions with surrounding areas, fully implement the new round of coastal development plan and policies, and facilitate the construction of a batch of major projects in marine engineering, new energy, transportation and port logistics. We will, in real earnest, carry out the three-year action plan for building major projects along the east route of the Lanzhou-Lianyungang railway line, and quicken the pace of erecting platforms for advancing reform and innovation and accumulating resources. We will upgrade and improve the network of high-speed railways in Jiangsu, speed up construction of high-speed railway lines in northern Jiangsu and along the Yangtze River as well as Yangtze River bridges and tunnels, strengthen the supply capacity and service quality of expressways and trunk navigation routes, further develop base airlines, and forcefully prop up the aviation industry with a view to putting in place a modern comprehensive transportation system with high connectivity and efficiency. We will intensify efforts in inter-provincial cooperation and exchanges, move forward construction of the Huaihe River eco-economic belt, Nanjing-Hangzhou eco-economic belt and Jiangsu-Anhui economic cooperation zone as planned. Moreover, we will do a good job in one-to-one assistance and coordinated poverty relief. 

6. We will remain committed to deepening reform and opening up and generating new institutional and mechanism advantages. We will conscientiously put into practice various arrangements and requirements of the central government for reform, explore new institutional supplies and promote greater breakthroughs in key reform areas. We will forge ahead with reform in power delegation, regulation and service provision. In this connection, we will encourage in-depth integration of list of government powers and Internet governance, set up an efficient, convenient and transparent system of examination and approval. We will run at a larger scale pilot reform of relatively centralized right of administrative license so as to further improve the examination and approval process. We will take quicker moves to institute a comprehensive and effective credit-based regulation and law enforcement system, select supervision objects and send law enforcement officers on a random basis and promptly release relevant outcomes to the public. We will intensify comprehensive administrative law enforcement with the focus on market regulation in order to create an environment featured by relaxed and convenient access, fair and orderly competition as well as safe and reassuring consumption. We will steadily carry out reform in public institutions in a differentiated manner. We will take solid steps to make government budget and final account public, adjust and improve the financial arrangements between the province and cities and counties in light of major national tax reforms. We will beef up efforts in integrating public finance funds, improving the structure of fiscal expenditures, guarding against risks in government debts and advancing market-oriented transformation of government financing platforms in an orderly manner. We will encourage the development of private banks, support financial institutions to run inclusive financial businesses, and support the development of nonbanking financial institutions of various kinds. We will press ahead with revamping of enterprises invested or operated by provincial-level state-owned assets, and facilitate the pace of securitization of SOE assets. We will carry out pilot programs to select and employ professional managers for enterprises owned by the provincial government in accordance with market rules, and explore new ways to supervise and administer state-owned assets. We will integrate resources from river and sea ports and institute a provincial-level port group. We will advance internal organizational adjustment of SOEs, straighten out and integrate affiliated enterprises, and accelerate institutional reform in such key sectors as electricity, salt and state-owned forestry farm. We will further remove invisible barriers in all its manifestations, and relax market access for the non-public sector of the economy. We will actively support the development of the mixed sector of the economy, and encourage private enterprises and funds to participate in the reform of SOEs. We will intensify efforts to protect the property rights of organizations and natural persons under all forms of ownership, and make economic sectors with varied forms of ownership reinforce each other and develop hand in hand. We will further implement the tiered price system, carry out the pilot program of price reform in power transmission and distribution, continue to review and ensure fair competition, and phase in a mechanism for grid regulation of market prices. We will pay great attention to major pilot reforms, promptly sum up and extend experience, and work hard to improve the overall efficacy of reform and deliver more extensive benefits. 

We will proactively respond to the changes in global trade and build a two-way pattern of opening up at a higher level. We will closely take part in the Belt and Road Initiative, thoroughly implement the three-year action plan for international industrial capacity cooperation, and encourage enterprises to conduct overseas M&A that aims to boost their core competitiveness. We will support the building of the SCO (Lianyungang) International Logistics Park, the China-Kazakhstan (Lianyungang) Logistics Base and the Jiangsu-Macao (Changzhou) Cooperation Park. We will boost exchanges and cooperation with international sister provinces and cities as well as with Hong Kong, Macao and Taiwan. We will earnestly implement the strategy for regional integration of the Yangtze River Delta, deepen exchanges and cooperation with regions in the upper and middle reaches of the Yangtze River and central and western regions of the country and apply unified market access system and standards to promote cross-regional flow and optimized allocation of labor, capital, technology and other factors of production. By doing so, we will expand the width and depth of domestic opening up. We will actively replicate and disseminate the experience gained in the new round of pilot programs in free-trade experiment zones, carry out the comprehensive experiment of open innovation and the comprehensive pilot program of building a new system for an open economy in Suzhou Industrial Park. We will improve the functions of various platforms for opening up, build up and promote “a single counter” for international trade. We will vigorously develop inbound tourism and enhance the level of trade in tourist services. We will further lower the access threshold for foreign capital, fully implement the administration system of pre-establishment national treatment and negative list for foreign investment, revise the guidance catalogue of industries for foreign investment, open the service sector wider to the outside world in an orderly manner, and encourage foreign investment in franchised infrastructure building. We will energetically implement the program of Eight Highlights and Eight Improvements for utilizing foreign investment, and introduce regional headquarters and functional organs of multinationals.  

7. We will take multiple measures to enrich the people with the focus on ensuring and improving people’s wellbeing. We will put into practice 33 policy measures for enriching the people and increasing the income of both urban and rural residents and deliver new results in making people wealthy through the development of industries, employment and starting up businesses. We will advance public entrepreneurship with particular focus on key groups of people including university graduates, laid-off urbanites, farmers, returned students who once studied abroad, scientists and engineers, encourage people who have returned to the countryside to start up businesses, guide and support small and micro business owners to become wealthy in the process of pursuing entrepreneurship and innovation. We will adopt more proactive employment policies and push forward industrial upgrading, job creation and employment structural adjustment in a coordinated way. We will run a group of targeted industrial projects to expand new space for employment. We will create harmonious labor relations and achieve more stable employment with a higher quality. We will prioritize efforts related to the employment of university graduates, workers laid off in the process of phasing out excessive production capacity, migrant workers, demobilized military officers and other key groups of people, and beef up support for flexible employment and new forms of employment. We will strengthen vocational skill training, and carry out the program to cultivate new-type skilled labor forces and another program to foster new-type professional farmers across the province. We will further improve the income distribution system, raise the standards of minimum wages at appropriate time with proper range, apply collective consultation in setting wages and guide enterprises to put in place a mechanism of normal wage increase with the focus on frontline employees. We will apply differentiated income incentive policies for key groups of people whose income growth potential is sizable and ripple strong effects, strive to enlarge the middle-income group, and narrow down the income gap among different regions, between urban and rural areas, and between sectors as well as individuals. We will thoroughly implement the program dedicated to shaking off poverty and building a society of initial prosperity in all respects by taking targeted poverty alleviation measures, relieving poverty through special programs of education, tourism and healthcare, and well addressing the issues of being reduced to or relapsing into poverty by diseases or disabilities. Moreover, we will enhance internal driving force for development through putting premium on providing assistance to old revolutionary base areas, contiguous impoverished areas and economically disadvantaged villages. 

We will continuously improve the provision of basic public services to the public, make available a greater number of public service products with better quality and see to it that hotspot issues closely related to people’s livelihood and of immediate concern to the people are well resolved. Taking both equity and quality into consideration, we will deepen the comprehensive reform in education and expand resources for inclusive preschool education. We will, following the principle of urban and rural integration as well as balanced allocation of quality education resources, speed up the construction of compulsory education schools with uniform standards. We will apply the vocational education model that closely links industry to education, and make education, education in high-level universities in particular, better serve economic and social development. We will improve the system of lifelong education and conduct private education, social education, family education and special education with better results. We will scale up assistance to students from families with financial difficulties, and in this connection, priority will be given to implementing the policies on exempting students of families with financial difficulties in junior high schools and schools of higher education from tuition fees. We will advance the building of a Healthy Jiangsu and make more and fairer healthcare services available to the public by putting prevention first while valuing both TCM and Western medicine. We will make solid progress on the trials of the comprehensive medical care reform at the provincial level, move faster to establish modern hospital management system, continue to develop the classified treatment system and contracted family doctor services, improve the system for ensuring drug supply, and implement the program of smart health. We will expand the supply of elderly care services to promote sound development in the elderly care service sector. Initiatives will be launched to pilot the standardization of public service and to do the inspection work. We will build an extensive and tightly woven net to ensure people’s livelihood, implement the program to ensure the whole population is covered by insurance, and increase basic pension benefits for retirees and for both urban and rural dwellers. We will implement measures of compensation for land acquisition and social security for land-expropriated farmers, and advance the coordinated mechanism for linking social aid and security standards with price increase. We will continue to increase the minimum standard of health insurance subsidy for urban and rural dwellers and expand trials of long-term care insurance system. We will promote the system of housing security and supply, redouble our efforts to renovate rundown city areas, continue to build government-subsidized housing units, carry out pilot programs of constructing housing units suitable for the elderly, and strive to move forward housing from being available to livable. 

8. We will promote the building of a sound ecosystem and continue to improve the ecological environment. We will firmly adopt the vision of lucid waters and lush mountains are invaluable assets. To meet the Central Government’s requirement on environmental supervision and improvement, we will address prominent environmental issue with the strictest possible actions and measures by launching the campaign of Two Reductions, Six Treatments and Three Improvements(Two Reductions refers to reducing total coal consumption and backward production capacity in chemical industry, Six Treatments refers to treating water environment of Taihu Lake, household refuse, black and odorous water, pollution from livestock and poultry farming, pollution caused by volatile organic compound, and removing environmental risk, and Three Improvements refers to improving the ecological protection, policy regulation of environmental economy, and law enforcement of environmental supervision.). We will strictly control coal consumption volume and intensity, and strive to achieve green transformation of energy by vigorously promoting electric energy replacement and raising the proportion of clean energy consumption, ensuring that the emission of industrial pollution sources meet the standards, and reducing emission of coal-fired unit. We will work hard to improve chemical industry through shutting down, transferring, upgrading or reorganizing some enterprises, thus eliminating outdated capacity in chemical industry. The action plan on air pollution prevention and control will be implemented, efforts will be made to treat pollution caused by volatile organic compound as well as motor vehicles and vessels, and much attention will be given to controlling dust-raised pollution. We will implement the action plan of water pollution prevention and control, and control the total volume and intensity of water resource consumption. We will comprehensively promote the River Chief System, enhance pollution prevention and control in the Yangtze River, Huaihe River and offshore areas, and make water quality in key river sections and water function areas meet standards. We will take serious action to prevent and control soil contamination and launch the special campaign to prevent and control heavy metal pollution in key areas. We will strictly execute the planning for main function zones, and move forward with projects to preserve and restore ecological environment in mountains, rivers, forests, farmlands and lakes. We will redouble our efforts to build the Yangtze River ecological corridor, and plan and develop the big ecological corridor between the Yangtze River and the Huaihe River with high standards. We will step up our efforts to establish the ecological protection circle of the Taihu Lake and the ecological protection network in Central and North Jiangsu, and set up a series of ecological protection demonstration zones and special zones. We will comprehensively improve the environment along key traffic arteries. To better save land and increase output benefits, we will control the total amount and intensity of the land for construction purpose and put idle land to good use. We will pilot comprehensive reform of ecological environment protection system, implement fiscal policies linked to total amount of pollutant discharge, continue to improve bi-directional compensation mechanism of water environmental resources, and introduce the system of paid use and trade of emission discharge right. We will conduct annual evaluation of ecological progress, audit natural resource assets when leading officials leave their posts. We will establish a provincial-level supervision mechanism for environmental protection, and promote the reform to conduct vertical administration of monitoring and law enforcement in environment protection institutions under the provincial level. We will put more efforts to investigate and punish environmentally illegal activities and effectively implement the grid environmental supervision system.

9. We will facilitate cultural development and prosperity and enrich people’s cultural life. Government funding for non-profit cultural undertakings will be increased. We will improve protection, inheritance and application utilization of cultural heritage and archives, launch the program of combing and studying Jiangsu’s traditional culture, and well compile local chronicles and yearbook of Jiangsu. To develop the cultural industry, we will cultivate backbone cultural enterprises and brands, and boost integrated development of culture with science and technology, finance, tourism and other relevant industries. We will encourage and guide cultural consumption. Cultural market regulation will be enhanced by carrying out all-round law enforcement reform of the cultural market. We will continuously develop culture to benefit the public, promote the development of community-level multi-functional cultural service centers, and advance standardization of and ensure equal access to basic public cultural services. We will work to foster a love of reading in our people, popularize scientific knowledge, and improve cultural and scientific qualities of the general public. We will encourage national fitness activities and introduce the index system for public sports services so as to boost coordinated development between mass sports and competitive sports and between sports cause and sports industry. We will do the preparation work for the 13th National Games of the People's Republic of China.

10. We will explore new ways of social governance and take concrete measures to maintain social harmony and stability. We will further develop the community-level social governance system by improving community layout in urban and rural areas, providing services in groups, and achieving full coverage of grid management. We will improve policies to support social organizations, develop the normal mechanism for government procurement of services from social organizations. We will complete the election of the village (Neighborhood) committee members at expiration of their terms. We will improve the mechanism of participation on the part of all social quarters and the general public, and promote co-governance of society by giving full play to the restraining and stimulating role of self-governance conventions, market mechanism and traditional moral culture. We will ensure that potential risks which major policy decisions may pose to social stability are fully assessed, strictly enforce the responsibility system related to the handling of complaints made by letter or in person, and resolve serious issues in accordance with the law. We will devote more efforts on ethnic and religious work. We will uphold law and order in Jiangsu through improving law-related education and punishing criminal activities in accordance with the law. To uphold public safety in Jiangsu, we will move faster to set up a multi-functional and IT-based system for crime prevention and control. We will implement measures of providing services for floating population and special groups. We will implement the system of accountability for workplace safety, and guard against and prevent the occurrence of major workplace accidents. We will improve the safety monitoring system for food and pharmaceuticals to ensure that people have access to safe food and medicine. Efforts will be made to strengthen disaster monitoring and early warning as well as risk prevention and control through improving the mechanism of emergency response. We will step up the development of Honest Jiangsu and its social credit system. Closer military-civilian integration will be promoted, and national defense mobilization and Double Support work (shorthand for the administrative effort to enhance ties between the army and civilian communities) will be strengthened, so that the sound situation of military-political unity as well as army-people unity will be cemented. 

Fellow Deputies,It is our fundamental objective to ensure people’s wellbeing. This year, we will increase government funding for this purpose to get 10 things done for the welfare of the people. First, we will promote growth in employment and new businesses. We will help 360,000 laid-off employees in urban areas and 50,000 people who face difficulties in securing employment find new employment; meanwhile, 20,000 university students will be given assistance in starting businesses, and 20,000 internship positions will also be provided for university graduates. We will support 30,000 farmers to start businesses and provide skills training for 120,000 new generation of migrant workers. We will see that the over 80% of demobilized military personnel receive training free of charge, and the employment rate of those who successfully complete training is no less than 95%. We will ensure that 10,000people with disabilities find employment in real name terms and another 10,000 of them get government-supported auxiliary employment. Second, we continue to put emphasis on education. 300 kindergartens will be established or renovated. 60,000 rural teachers will receive free training conducted by provincial government departments. We will keep record of students with financial difficulties based on the educational aid policy. Third, we continue to provide basic needs assistance. The minimum pension for individuals will rise to RMB 125 per month, and minimum subsidy to medical care, RMB 470 per year. Starting from July 2017, the minimum subsistence allowances for recipients in rural areas will rise to RMB 400 per person each month. Fourth, we will improve living environment. We will improve the water quality of more than 100 heavily polluted urban riverways and solve waterlogging problems for more than 100 blocks. We will see to it that waste transfer stations and collection points are set up in every towns and villages, capable of collecting more than 85% of the household garbage. We will continue with experiment on wastewater treatment in 30 villages. 250 million cube meters of earth were dredged out of rural riverways. 6,000 bridges will be constructed and 45,000 km of water supply pipes will be renovated in rural areas. An additional 300 community-based service centers will be built or upgraded. Fifth, we continue to give support to children and women. We will establish 100 women’s cooperative demonstration organizations at provincial level that give job to or increase income for 10,000 women in rural areas. We will strengthen our support to the 242,000 children who remain in rural areas while their parent(s) work in the cities. We will see to it that emergency centers for pregnant women and newborn babies cover more than 90% of municipalities and 60% of the counties. Sixth, we continue to improve health and eldercare service. Subsidy to public health service will rise to RMB 60 per capita or more. An additional one million people will receive first aid training. We will launch educational campaign on eldercare with volunteer services in 100 communities, and set up 100 new daycare centers, 2,000 community-based dining spots for the elderly and 500 “homes for people with disabilities”. For key medical aid recipients, more than 70% of their medical cost (the part that are not covered by insurance) will be covered based on the healthcare policy. Seventh, we continue to offer housing support. We will begin the retrofitting of 258,000 housing units in rundown areas and finish much of the construction work of 180,000 units. By the end of June 2017, the setting up of all interim placement spots for those affected by “6.23” tornado disaster in Yancheng will be finished. Eighth, we will improve transportation convenience. We will build or upgrade 3,500 km of rural roads, open more than 100 urban bus lines, and purchase over 1,000 eco-friendly buses. Another 50 towns and villages will have access to public buses. All counties (municipalities, districts) in Jiangsu will be able to use public transportation pass. Ninth, we will promote cultural activities and fitness for the public. 4,000 community-based cultural service centers will be built. More than 500 km of fitness trail will be built. All 309 towns in Jiangsu will have multi-function fitness grounds. More than 90% of the parks in cities (counties) will open for free. Tenth, we will intensify efforts on poverty alleviation. The average income of more than 60,000 recorded low-income residents in rural areas will rise to RMB 6,000. Each of the 200 economically weak villages will have a collective income of RMB 180,000 per year.

A better-functioned government is the key to the completion of this year’s tasks that are set based on the new strategy for Jiangsu’s development. We will uphold political integrity, keep in mind the larger picture, follow the core Party leadership and its policies and continue with the educational activities on Party conduct as we are building a clean and service-oriented government with improved governance based on the rule of law. 

We will improve administrative service. We will continue with intensified efforts to streamline administration, abolish or delegate more powers of review and approval to lower-level governments and to the society with tightened oversight. We will speed up the transformation of government functions and boost market vitality as we delegate greater power to lower-level governments, exercise stricter regulation, and provide more targeted service. We shall give full play to the role of integrated administrative service network (on-line & off-line) to make government service more targeted, transparent, accessible and better regulated. Civil servants must go deep among the masses, understand people’s requests by means of in-depth research and take advice from them so as to provide satisfactory services.

We will improve work style. Government officials must shoulder their responsibilities. We will create an atmosphere that ensure people want to, are able to, and well perform their duties. Our work must be practical and effective. Exaggeration and quantity-over-quality mindset shall be avoided when it comes to performance evaluation. We will continue to improve work style and exercise strict performance management. We will improve oversight and accountability system, root out incompetence, inertia, and negligence and show zero tolerance for those who are on the government payroll but do not perform their duties in an effort to make our work more effective and service better.    

We will promote law-based administration. Government shall willingly subject itself to legal supervision, the oversight of the standing committee of Jiangsu People’s Congress and the democratic oversight of CPPCC Jiangsu Committee and make its operation more open. Lists of powers, responsibilities and negative list shall be established. Administrative power shall be specified and exercised in a more transparent way. We shall establish a decision-making mechanism based on the rule of law and invite third party to evaluate the effectiveness of major policies. We will promote the legal consultation system for government, take administrative review seriously and respond to administrative appeal. We shall safeguard social equity and justice and see to it that governments at all levels fully implement decisions and their credibility improved. We shall improve the mechanism for judiciary, public and media oversight to ensure that government activities are carried out in line with the rule of law.   

We will strengthen efforts to build a clean government. We shall strictly follow the norms of governing intra-party conduct and regulations on CPC intra-party supervision and accountability, improve Party conduct and uphold integrity. We shall implement the instruction of “dual-responsibility on the same position”, remain vigilant towards corruptions and take action against formalism, bureaucratism, hedonism and extravagance. We shall build a system that ensures officials dare not, cannot and will not become corrupt and that power and officials are subject to the restriction of system with tightened oversight. We shall strengthen control over public fund, the trade of public resources, and state-owned asset, stick to the policy of making no exception, full coverage and zero tolerance in combating corruption with special emphasis on key areas and positions. Corruption and misconduct will be punished. 

Fellow Deputies,Jiangsu Provincial People’s Government shall fulfill its mandates and honor its commitments to the public. Rallying closely around the CPC Central Committee with Comrade Xi Jinping as the core and following the strong leadership of CPC Jiangsu Provincial Committee, we are in high morale and confident that difficulties will be conquered and progress will be made. Let us forge ahead with the cause of finishing building a society of initial prosperity in all respects at a higher level through promoting innovation-driven development and improving people’s wellbeing, and endeavor to build a new Jiangsu featured by a strong economy, affluent people, a beautiful environment and enhanced public civility to usher in the coming 19th CPC National Congress.
