On behalf of Jiangsu Provincial People’s Government, I now present to you the report on the work of the government for your deliberation and approval, and I invite comments and suggestions on my report from the members of the Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC).
I A Review of the Work during the 12th Five-Year Plan Period
The12th Five-Year Plan Period was an extraordinary five years for Jiangsu’s development. The macro economic environment has been complicated and the tasks for carrying out reform, pursuing development, and ensuring stability have been extremely arduous. Under the strong leadership of the Central Committee of the Communist Party of China (CPC), the State Council and the CPC Jiangsu Committee, we earnestly implemented the spirit of the 18th CPC National Congress, the 3rd, 4th and 5th plenary session of the 18th CPC Central Committee, and important addresses by General Secretary Xi Jinping especially those he delivered during his inspection in Jiangsu. We actively adjusted to the new normal of economic development, focused on the theme and main lines and made progress while maintaining stability. By comprehensively implementing Six Strategies (Strategy of Rejuvenating the Province with Science and Education, Strategy of Innovation Driving, Strategy of Integrated Development of the Urban and Rural areas, Strategy of Economic Internationalization, Strategy of Regional Coordinated Development and Strategy of Sustainable Development) and developing Eight Projects (Project of Economic Transformation and Industrial Upgrading, Project of Scientific Innovation, Project of Agricultural Internationalization, Project of Cultural Development, Project of People’s Livelihood, Project of Innovation in Social Management, Project of Ecological Civilization and Project of Innovation in Party Building Work) and coordinating all the work on reform, development and stability, we attained the main goals set in the 12th Five-Year Plan. A good start has been realized in “Scaling New Heights to Build the New Jiangsu”.
The12th Five-Year Plan Period was the five years during which we actively responded to various risks and challenges and maintained steady and healthy economic development. We earnestly implemented the central macro-control policies, adopted a series of measures benefiting both the present and future and maintained steady and relatively fast economic development while intensifying economic transformation and industrial upgrading. The provincial GDP stepped over three heights of RMB one trillion consecutively and reached RMB 7 trillion, increasing at an average annual growth rate of 9.6%. The per capita GDP exceeded USD 14,000. The public fiscal budgetary revenue scaled up four steps of RMB 100 billion consecutively and exceeded RMB 800 billion, growing an average of 14.5% annually. The total retail sales of consumer goods in Jiangsu stood at RMB 2580 billion, growing by 13.7%. Consumption contributed to 51.5% of economic growth and became the largest driving force of the economy. Effective input continued to expand. The total social investment in fixed assets grew an average of 16.2% annually and hit RMB 4.59 trillion. About 69.7% of the total social investment came from private sources. Modern infrastructural system was being perfected. A number of major infrastructure projects that involve transportation, energy, conservancy and information were constructed and put in operation. The general situation of the foreign trade remained stable. The total foreign trade volume registered USD 565.61 billion with export volume hitting USD 338.67 billion. The supporting capacity of fiancé to the real economy increased. The balance of loans grew to RMB 7.9 trillion with an average annual growth rate of 13.4%. The total financing volume soared to RMB one trillion with an average annual growth rate of 47.5%.
The12th Five-Year Plan Period was the five years during which we vigorously advancing innovation-driven development and making great progress in economic transformation and industrial upgrading. We put the transformation of the mode of development and optimization of the industrial structure at the top agenda, highlighted the leading role of innovation and focused on “Six Optimizations” (optimizing the industrial structure, the demand structure, the urban-rural structure, the income structure, the regional structure and ecological environment) to enhance the quality and efficiency of the economy and the development level of industrialization and information technology. We made important steps forward in building innovative province. The regional innovation capacity has taken the national lead for seven consecutive years. The social input into research and development stood at RMB 178.8 billion. Scientific progress contributed to 60% of the economic growth. The output value of the high-tech industry accounted for over 40.1% of that of the industries above the designated size. About 88% of large and medium-sized enterprises set up research and development centers. Outstanding outcomes were achieved in the joint innovation among the enterprises, universities and research institutes. We accelerated the development of Jiangsu Industrial Technology Research Institute. The patent ownership per ten thousand people was over 14. We recruited one third of the national innovative talents under the Thousand Talents Plan. The number of high-skill talents totaled 2.932 million. We solidly pressed ahead with the development of South Jiangsu Self-dependent Innovation Demonstration Zone. Outstanding performance was achieved in encouraging the public to start up businesses and making innovations. The industrial restructuring was being intensified. The proportion of the tertiary industry was over 48% with an average annual growth rate of 1.4%. The three economic sectors grew by leaps and bounds, realizing the rational ranking of “Tertiary, Secondary and Primary” by GDP shares. The revenue of the tourism industry hit RMB 905 billion, growing an average of 14.1% annually. The sales revenue of the emerging industries exceeded RMB 4.5 trillion. We kept accelerating the development of the advanced manufacturing industry and intensifying the technological renovation and branding. We stepped up the building of Smart Jiangsu. The combined index of the regional integrated development of industrialization and information technology reached 92.1. We completed the state task of the 12th Five-Year Plan of phasing out backward production capacity two years in advance and made active progress in dissolving excess capacity.
The12th Five-Year Plan Period was the five years during which we comprehensively deepening reform and opening up and continuously developing dynamism and vitality. Centering on the reform of economic system, we carried out reforms in key fields and crucial links in an orderly way. We continued to streamline administration and delegate more powers to lower-level governments. We abolished and delegated to lower-level governments 587 items previously subject to the review and approval of the provincial government. We fully abolished the items not requiring the administrative review and approval, conducted pilot projects for collective administrative approval mechanism and comprehensive reform of administrative enforcement of law and steadily pressed ahead with the pilot reforms of province-governing-county mechanism and public administration mechanism in towns with developed economy. We gradually improved the administrative service system at the provincial, municipal and county level. New progress was made in the reform and restructuring of state-owned enterprises. Private business took up 54.9% of the provincial GDP. We launched a new round of reforms targeting financial management system under the provincial level. Governments and departments at and above the county level fully released their budgets. The pilot practice of replacing business tax with VAT was conducted in 470,000 enterprises, reducing RMB 57 billion of tax accumulatively. We effectively prevented the risks of government debt by issuing RMB 319.4 billion worth of local government bonds. We fully adopted the registration model of “Three-in-One Permit” and “One License, One Code” and sped up the pilot program of “License First, Permit Second” and the reform of the commercial system. We strengthened efforts to improve the pricing, auditing and statistical work. The private financial institutions developed in an orderly way and the reforms on local finance were further deepened. We conducted pilot reforms relating to scientific innovation, higher education, medical health, new type of urbanization and rural land system and promoted the unified registration of real estate. We actively engaged in major strategies of “One Belt, One Road” and the building of the Yangtze River Economic Belt and strengthened the connection and interaction with Shanghai Free Trade Zone and pressed ahead with the construction of China- Kazakhstan (Lianyungang) Logistics Cooperation Base. The internationalization level of enterprises, cities and talent was remarkable improved. We kept optimizing the structure of foreign trade with the share of general trade in exports accounting for 43.8%. The foreign trade volume in service doubled. With the further deepening of foreign exchanges and cooperation, we made new headway in implementing “Going Global” Strategy. The foreign investment exceeded USD 10 billion.
The12th Five-Year Plan Period was the five years during which we intensified the coordination and further promoted balanced development of the urban and rural areas. Modern agriculture was accelerated with the grain yield growing for twelve straight years and the ratio of high-standard farmland exceeding 50%. The contribution of agricultural scientific and technological progress to economic development increased to 65%. The number of family ranches increased to 28,000 and about 72,000 farming families joined the specialized rural cooperatives. Progress was made in rural property transactions market. Positive results were achieved in new-type urbanization and integrated urban and rural development with the urbanization rate reaching 66.5%. The radiation ability of central cities was increased significantly, which enhanced the regional economic strength by a big margin. New rural construction was driven ahead with infrastructure and public facilities system of seven connections realized in all administrative villages. About 16.77 million additional rural residents gained access to safe drinking water. 23,700 kilometers motorways and 7300 bridges were newly reconstructed. New layout in regional coordinated development was in full swing, in which, South Jiangsu Modernization Demonstration Zone played a leading role and National New Nanjing North Yangtze River District was approved. The support to the bordering areas between Central Jiangsu and North Jiangsu with relatively weak economy was increased and the integrated and featured development in Central Jiangsu was facilitated. Remarkable progress was made in six key development projects in North Jiangsu and concrete steps were taken in building a comparatively prosperous society. The five-year plan and six action plans for coastal development were successfully completed, largely promoting the development of ocean economy. Progress was made in promoting the regional economic integration of Yangtze River Delta and interprovincial cooperation. New outcome was made in the one-on-one assistance to Xinjiang, Tibet and Qinghai.
The12th Five-Year Plan Period was the five years during which we promoted ecological progress and improved ecological quality and living environment. We improved the regulation system on ecological protection by taking the initiative in defining the ecological red line areas, improving earmarked fund for ecological compensation and promoting green development evaluation mechanism. The green development index stood at 76.4. More efforts were made on energy conservation and emission reduction and over 10,000 key energy efficient projects were carried out. Per unit GDP productivity was improved by 50%. We overfulfilled the national tasks of reducing energy consumption per unit GDP and emission of major pollutants. We implemented the Clear River and Blue Sky Project and staged Regulations on Air Pollution Prevention and Control to strengthen the forecasting and warning system of air quality and the regional joint prevention and control. The average PM2.5 density dropped by 20.5% compared with the benchmark in 2013 and there were 241 days with excellent air quality. By strengthening the prevention and treatment of water pollution, the water quality in the Taihu Lake kept improving and the pollution treatment for the reaches of the Yangtze River and Huaihe River went well. The water quality in the Jiangsu Section of South-to-North Water Diversion Project complied with the standard. The off-shore water quality maintained stable and the coverage rate of sewage facilities in administrative towns reached 90.4%. Outstanding results were achieved in carrying out comprehensive treatment of the environment in urban and rural areas. The development of Green Jiangsu was sped up with forest coverage rate reaching 22.5%.
The12th Five-Year Plan Period was the five years during which we strengthened social construction and improved people’s livelihood. We implemented the People's Happiness Program and pressed ahead with the development of Six Systems. RMB 3 trillion was used to guarantee people's livelihood, accounting for 75% of the provincial public fiscal expenditure. Resident’s income doubling plan was implemented with per capita income of urban and rural residents reaching RMB 37,173 and RMB 16,257 respectively, up by 66.8% and 79.3% respectively compared with the end of 11th Five-Year Plan Period. Employment was expanded with 6.816 million additional residents employed in the past five years, overall employment rate of university graduates maintaining at 96%, 3.698 million unemployed people reemployed and 18.75 million rural labors transferred. We improved the social security system with penetration rate of major insurances reaching 95%. Basic pension insurance for urban and rural residents was established and critical illness was fully insured in both urban and rural areas. The reform of pension insurance system for government and institutions was launched smoothly. Social security level of basic living allowance, medical care and elderly care were further improved. 46% agriculture-related counties (cities, districts) enjoyed the same minimum living standard as other urban and rural areas. Dynamic adjustment mechanism of social aid kept improving. Social old-age care system was initially established. 1.1 million units of affordable housing were built in the past five years. 760,000 units in shanty areas were rebuilt and house-renting subsidies were provided to 140,000 households. We strengthened poverty alleviation measures, lifting 4.11 million low-income rural residents out of poverty. Remarkable progress was achieved in promoting education modernization. Pre-school education was popularized, the compulsory education covered all county areas and the gross enrollment ratio of high school reaching 99.1%. The core development indicators of higher education topped the whole country. New effects were made in the innovative development of vocational education and new progress was achieved in life-long education system. Health and family planning undertakings enjoyed rapid growth and the reform of medical and health care system was further deepened. The per capita medical fiscal subsidies of new rural cooperative was raised to RMB 380. We greatly improved the capacity of medical and health care service, offering citizens 45 basic public health services of 12 categories free of charge. We adjusted the birth control policy and took effective measures to prevent and control the epidemic bird flu H7N9 and Ebola virus. Residents enjoyed more convenient travel with full coverage of passenger shuttle bus in administrative villages and transportation IC card was popularized in 13 provincially administrated cities. The cultural undertakings advanced in an all-round way and the development of the cultural industry was accelerated. The facility of public cultural service functioned in 95% areas of the province and the added value of the cultural contributed to over 5% of Jiangsu’s GDP. The national memorial activity to the Nanjing massacre victims was held successfully. Coordinated development of sports undertakings and sports industry was achieved and fitness programs for all people were carried out. We successfully held the 2nd Youth Olympic Games, the 2nd Asian Youth Games, the 53rd World Table Tennis Championships and the 18th Provincial Sports Games. The construction of a safe Jiangsu ruled by law was further promoted and the performance assessment of social security kept topping the country. People’s sense of security and their satisfaction towards the legal system building kept rising. Constant improvement was made in social credit system, safe production, flood control and fighting, the work on food and drug safety and Public Voice System. The development of military and civilian integration was accelerated, steady efforts were paid in national defense mobilization, civil air defense and reserve forces building for national defense and remarkable progress was achieved in special assistance to veteran, support to army and preferential treatment to the families of servicemen. New progress was made in the work on ethnic minorities, religions, audit, statistics, archives, annals and consultancy. New achievements were scored in affairs related to women, children, the youth, senior citizens, disabled people, Red Cross society and charity. Fresh results were achieved in the work related to foreign affairs, Hong Kong, Macao and Taiwan affairs and overseas Chinese affairs.
During the past five years, we conscientiously implemented the Eight-Point Decisions of the CPC Central Committee and Ten-Point Decisions of the CPC Jiangsu Committee, consolidated the results of the Mass Line Education Practice Activities, put into practice the requirements of “Three Stricts and Three Steadies", improved the working style, accelerated the transformation of government functions and strengthened the self-improvement of the government.
Those need to be mentioned were that in the past year, we followed closely the spirit of General Secretary Xi Jinping’s remarks to Jiangsu, kept a balance among stable growth, reform promotion, structural adjustment, livelihood improvement and risk prevention. We accomplished the annual task set in the 3rd session of the 12th Jiangsu Provincial People’s Congress. In 2015, GDP was increased by 8.5%, general public budge revenue increased by 11% and CPI increased by 1.7%. We newly created 1.398 million jobs and the registered unemployment rate in urban areas marked at 3%. The social input into research and development accounted for 2.55% of the provincial GDP. The per capita incomes of the urban and rural residents grew by 8.2% and 8.7% respectively. The target of energy conservation and emission reduction was met and ten practical deeds related to people’s well-being were completed.
Fellow Deputies, the great achievement we had scored in the economic and social development of Jiangsu during the 12th Five-Year Plan period did not come easily. It was achieved by the strong leadership and scientific decision-making on the part of the CPC Central Committee and the State Council as well as hard work and concerted efforts of the people across Jiangsu. On behalf of Jiangsu Provincial People’s Government, I would like to pay tribute and heartfelt gratitude to all people in Jiangsu. My gratitude also goes to the deputies to Jiangsu Provincial People’s Congress, members of CPPCC Jiangsu Provincial Committee, non-CPC parties, federations of commerce and industry, mass organizations, people from all walks of life, veteran cadres, the People’s Liberation Army stationed in Jiangsu, the armed police forces and public security police as well as to our compatriots in the Hong Kong and Macao special administrative regions and Taiwan, overseas Chinese as well as foreign friends.
Meanwhile, we are keenly aware that, Jiangsu is facing profound structural and institutional contradictions on the supply side. Downward pressure on the economy is still mounting. Innovation capacity is far from being strong enough. New growth points are not able to sustain robust economic growth. Some sectors are confronted with serious excess capacity. A number of enterprises are experiencing production and operation difficulties. Economic risks are emerging. Development among different regions is imbalanced. Basic public services are insufficient. Income disparity remains prominent. Population ageing is growing at a faster pace. Poverty reduction is burdened with heavy tasks. Resource constraints become more serious and the quality of ecological environment has yet to be fundamentally improved. Efforts are required to further government function transformation and the capability of conducting law-based administration is still to be enhanced. The long-term mechanism for work style building need to be improved. Great efforts are required in fighting against corruption and advocating clean and honest governance. We will bear in mind these issues and take forceful and effective measures to tackle these problems.
II Objectives and tasks for the 13th Five-Year Plan
Fellow Deputies, in accordance with the Recommendations by the CPC Jiangsu Provincial Committee on Making the 13th Five-Year Plan for the Economic and Social Development of Jiangsu Province, Jiangsu Provincial People’s Government drew up an outline (draft) for the 13th Five-Year Plan and submitted it to this conference for review and approval.
During the 13th Five-Year Plan period, we will hold high the great banner of socialism with Chinese features, thoroughly implement the fundamental principles of the 18th CPC National Congress and the 3rd, 4th and 5th plenary sessions of the 18th CPC Central Committee, take Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development as our guide, and put into practice the spirit of series of important speeches by General Secretary Xi Jinping. Under the guidance of the important speeches made by General Secretary Xi Jinping during his investigation tour to Jiangsu, we will center around the four-pronged comprehensive strategy to finish the building of a society of initial prosperity in all respects, deepen reform, exercise law-based governance and strengthen CPC disciplines, and firmly adopt and conscientiously put into practice the concept of innovative, coordinated, green, open and shared development. We will bear in mind the glorious mission of the Two Leads, take development as the primary task, focus on improvement in quality and performance of development, spare no effort to make structural reforms and accelerate the building of systems, institutions and development patterns that lead New Normal economic development. We will keep strategic focus, make progress while maintaining stability, take Scaling New Heights in Five Areas as major tasks, focus on Eight Projects, comprehensively promote Eight Major Strategies, advance economic, political, cultural, social and ecological development as well as Party-building in a coordinated manner, make all-out efforts to build a New Jiangsu featured by a strong economy, wealthy people, beautiful environment and a high degree of social civilization, lead the country in finishing building a society of initial prosperity, set foot on a new journey of basically achieving modernization and write the Jiangsu chapter of the Chinese Dream of the great renewal of the Chinese nation.
We have set the following major targets for the economic and social development in the 13th Five-Year Plan period:
We will significantly improve the overall economic strength, realize an annual GDP growth rate of around 7.5%, and double both GDP and per capital income of urban and rural residents in 2010 ahead of schedule.
We will make important breakthroughs in building an innovation-oriented province by lifting major innovation indicators to intermediate level of innovation-oriented countries and regions and above, increasing R&D expenditure to approximately 2.8% of GDP and making scientific and technological advancement contribute to over 65% of economic growth.
We will beef up international competitiveness of the industry, facilitate the development of strategic emerging industries, increase the share of added value generated by services to about 53% of the total, lift the share of output value from high-tech industries to approximately 45% of the total and score substantial progress in the development of modern agriculture.
We will promote more coordinated development between urban and rural areas, advance the urbanization rate of registered population to 67%, comprehensively better urban planning, construction and management, further narrow down the development gap between urban and rural areas and among regions, and raise the share of GDP from central and northern Jiangsu by 2.5 percentage points.
We will further deepen reform and opening up, make substantive progress in major areas and key links, improve relevant systems and institutions, deliver new advantages for internal and external opening up, and further promote internationalization of enterprises, cities and human resources.
We will universally improve living standards and quality, promote continuous rise in urban and rural income, stabilize overall prices, secure full employment and put in place a fairer and more sustainable social security system.
We will significantly improve the ecological environment, substantially cut the total emission of major pollutants, form an initial layout of development priority zones and basically put in place ecological security barriers, and better relevant systems and institutions for ecological progress.
We will further improve all-round development of citizens as well as social civilization, upgrade the system for public cultural services, speed up the development of cultural undertakings and the cultural industry and continuously enhance international cultural influence. We will strengthen public awareness of the rule of law and basically finish building law-based government.
To achieve the objectives and tasks set for the 13th Five-Year Plan, we have to thoroughly implement five major development concepts, prioritize supply-side structural reform, forcefully carry out seven major development strategies including innovation-driven development, strengthening the province through science, education and human resources, new type of urbanization and integrated urban and rural development, coordinated development among regions, economic internationalization, sustainable development and shared development for people’s livelihood, and achieve major progress in four major areas.
First, we will strive to make new progress in building a strong economy by facilitating the construction of One Center and One Base, improving the new system for modern industries and expanding new room for industrial development. We will work hard to build industrial technology innovation centers with international influence. We will thoroughly advance the construction of an innovation-oriented province, speed up the building of the South Jiangsu Innovation Demonstration Zone, prioritize the development of human resources and spare no efforts to promote open and collaborative innovation. We will conduct major sci-tech breakthrough programs to lead industrial development, adopt the action plan to foster innovative leading enterprises, establish top-notch platforms for innovation in industrial technology, set up an open network for innovation in industrial technology, create a new environment for innovation in industrial technology with international standards, fully unleash the dynamism of all innovation players, accelerate the formulation of new driving forces, space and system for industrial innovation and basically put in place a framework of industrial technology innovation centers. We will put effort to construct advanced manufacturing bases with international competitiveness. By thoroughly implementing the Jiangsu Action Plan for Made in China 2025, we will facilitate the construction of national pioneering and demonstration zones for smart manufacturing and elevate quality competitiveness index of manufacturing to 88. We will carry out two major plans to upgrade manufacturing equipment and promote Internet application in enterprises. We will adopt a plan to foster the development of strategic emerging industries, vigorously promote the development of new sectors, new technologies, new business forms and new models, and raise the share of added value from strategic emerging industries to 15% of GDP. We will focus on achieving more balanced development between urban and rural areas and among different regions. We will forcefully facilitate agricultural modernization by promoting modern agriculture. We will strengthen efforts to promote the comprehensive trial of China’s new-type urbanization, insist on coordinated development of small towns and cities, medium-sized and large cities, take overall consideration of urban and rural planning, industrial development, infrastructure, public service, employment and social security and social governance, and exchange urban and rural elements on an equal basis and allocate them in a reasonable way. We will improve the network of comprehensive transportation and establish the supporting system for modern infrastructure. We will optimize regional development pattern while fostering new growth areas for the economy. Great efforts will be made to create more advantages for the open economy. We will take active part in the development of the Belt and Road Initiative and the Yangtze River Economic Belt, and draw on the experience from China (Shanghai) Pilot Free Trade Zone and such pilot zones in other areas in China, ensuring that development zones of all kinds enjoy integration and optimization, improved functions and institutional innovation. We will accelerate efforts to transform and upgrade the open economy and enhance the international competitiveness of Jiangsu economy.
Second, centering on improving people’s livelihood, we will strive to make great progress in implementing projects to improve living standards and ensuring that the general public enjoy increasing “sense of gain”. More emphasis will be put on increasing people’s income. We will steadily work hard conducting the income doubling program, strengthen the mechanism for appraising the wage scale and ensuring that working people get regular wage increases and they are paid regularly. Meanwhile, we will encourage people in rural areas to start their own businesses, increase channels for people to become better-off, optimize income distribution structure and gradually narrow income gap. More emphasis will be put on developing various social undertakings. We will promote popular entrepreneurship and improve public service system for employment and business start-ups to make sure that five million jobs are added in urban areas in the five years. We will implement the program to ensure the whole population is covered by insurance, and improve the basic safeguards with focus on pension, medical, unemployment, work-related injury and maternity insurances, ensuring that over 98% of people in urban and rural areas are covered by the basic social insurances, and harmonious labor relations are established. We will deepen the comprehensive reform of education, improve public health and family planning services, and strengthen the system for government housing support. More emphasis will be put on providing basic public cultural services in an equitable way. We will enhance coordinated development and adaptation of systems between different areas while ensuring standards of living, clarify the scope and standard of basic public services, and establish the list of basic public services, fully improving the capacity of supplying quality public service products, increasing their coverage and making them more efficient. More emphasis will be put on improving the level of poverty alleviation. We will carry out a new round of programs to reduce poverty and achieve prosperity, and take targeted measures to help people lift themselves out of poverty and develop programs in contiguous poor areas to ensure that per capita annual income of people with low income will reach over RMB 6,000, and conditions of key areas and Huangqiao and Maoshan old revolutionary base areas will be greatly improved.
Third, centering on creating a sound environment, we will strive to make great progress in improving the environment quality and building a more beautiful and livable homeland. We will lay stress on the management and control of ecospace at the source. We will optimize ecospace layout and implement the project of ecological protection and recovery, making sure that the ecological area does not fall below the red line of 22% as a percentage of the land area and 1.2 million mu (1mu=0.0667 hectare) of forests will be newly added in the following five years. We will lay stress on the saving and efficient utilization of resources. We will implement the strictest possible management system for protecting arable land, using land and water resources economically and intensively. We will launch the initiative of leading the way in developing a circular economy and actively develop low-carbon economy, ensuring that the energy consumption of per unit industrial added value will reduce by 18% in comparison to that of 2015. We will lay stress on air, water and soil pollution control. We will carry out action plans of pollution prevention and control, and make intensive efforts to improve the overall condition of urban environment. We will move more swiftly to build a more beautiful countryside, and promote the recovery of resources from agricultural waste. We will continue to reduce the emissions of major pollutants, and establish the national pilot zone for ecological advancement. We will lay stress on improvement of mechanisms and systems for ecological advancement. We will carry out the comprehensive pilot reform for the ecological environment protection system, enact and implement the assessing system, evaluation mechanism and incentive schemes. A supervision system and mechanism for ecological protection improvement will be strengthened, and great efforts will be made to build a systematic and efficient system for ecological advancement.
Fourth, centering on advancing social civilization, we will strive to make great progress in building a culturally strong province and to develop leading areas of ideological and cultural advancement and moral improvement.. We will channel great energy into cultivating and putting into practice core socialist values. We will make intensive efforts to increase public awareness of socialism with Chinese characteristics and the Chinese Dream of the great rejuvenation of the Chinese nation. We will strengthen the ideological and moral construction, continue to advocate the national spirit, the spirit of the times and the Jiangsu Spirits in the new era which are featured by entrepreneurship, innovation and excellence, striving, pace-setting and leading, and extensively launch the campaigns for civilization advancement, volunteer service popularization, the construction of social integrity and the ideological and moral construction improvement for minors. We will channel great energy into enhancing competitiveness of the cultural sector. Progress will be made in developing major cultural initiatives with driving effect, fostering and strengthening key cultural enterprises and brands, and encouraging development of new business forms of culture including digital culture and Internet culture. With all these efforts, the value added from the cultural sector is expected to hit 8% of GDP. We will channel great energy into developing the cultural sector. We will improve public cultural service system, enhance personnel training for cultural development, accelerate efforts to construct new-type think tanks as well as professional high-end ones, deepen the reform of cultural administrative system, and take overall consideration of the cultural sector, ensuring that the cultural influence of Jiangsu will be improved in the cultural field. We will channel great energy into developing new forms of social governance. We will promote law-based governance in Jiangsu, define the competence of government and social diversified governance in a reasonable way, and enable communities and social organizations to give full play to their roles in social governance. We will create new forms of mechanism for preventing and resolving social conflicts, improve public security system, and improve social governance, laying a solid foundation for “scaling new heights to build a new Jiangsu”.
III Objectives for 2016
The year 2016 is the first year when Jiangsu enters the crucial period to build a moderately well-off society in an all-round way, and it is also the year when Jiangsu enters the most difficult and critical phase to promote structural reform. We have set the following major targets for the economic and social development in 2016: the GDP will raise by around 7.5% to 8%; the proportion of R&D investment in GDP will hit 2.6%; the general budgetary revenue will rise by 8%; investment in fixed assets will rise by 10.5%; total retail sales of consumer goods will rise by 10%; positive growth is expected to be achieved in imports and exports; income of urban and rural residents will grow in step with economic growth; the rise of CPI will be kept at around 3%; one million urban people will be newly employed and registered unemployment rate of urban residents will be under 4%; the 13ththe target of energy conservation and emission reduction set by national authorities will be fulfilled.
To achieve this year’s development targets, we will work conscientiously to implement the general deployment of CPC Jiangsu Provincial Committee, and make intensive efforts to carry out “Seven Major Strategies” which refers to innovation-driven development, revitalizing Jiangsu through science, education and talents, integrated urban and rural development, balanced development among regions, economic internationalization, sustainable development, and improving people’s wellbeing and sharing development and “Eight Projects” which includes transformation and upgrading, scientific and technological innovation, agricultural modernization, cultural development, improving people’s wellbeing, innovation in social governance, ecological advancement, and the work of Party building. Based on the structural reform, we will focus on the five major tasks, namely reduction of excess productive capacity, de-stocking, de-leveraging, lowering corporate costs and improving weak growth areas, and give priority to stabilizing economic growth, promoting economic transformation and upgrading, deepening reform and opening up and safeguarding people’s standard of living. We will make concentrated efforts in the following ten aspects of work.
1. Focusing on “supply-side structural reform”, we will vigorously adjust and optimize the industrial structure. Taking industrial structure adjustment as a major direction of the “supply-side structural reform”, we will optimize the stock, guide the increment, take the initiative in decrement, strive to increase effective supply, and solidly raise total factor productivity. With smart manufacturing as the main direction, we will make great efforts to develop high-end manufacturing. We will implement the project of smart manufacturing, and establish a series of smart factories and workshops. We will implement the program of strengthening foundations of the industrial sector, work hard to carry out technological transformation and equipment upgrading, and implement a batch of key projects in the production of key basic materials and core parts and components. Support will be given to the development of smart manufacturing and graphene industry in Changzhou, new achievements will be made in supporting the revitalization of Xuzhou old industrial base, and efforts will be made to modernize the construction industry. With industrial technology innovation as a breakthrough, we will cultivate and strengthen the strategic emerging industries. We will formulate and implement policies of key technology industrialization and of purchasing and using domestic or local key products on a priority basis, facilitate large-scale development of major strategic emerging industries, speed up fostering new areas of growth including big data and industrial robot, and set up a series of strategic emerging industrial clusters. With producer services as a key point, we will move more swiftly to develop modern service sector. We will carry out “Double Hundred” Project of producer services (one hundred key industrial construction projects and one hundred key technological upgrading projects), advance development of key industries including modern finance, technology services, information technology and modern logistics, cultivate a batch of model enterprises for service-oriented manufacturing, develop platform economy, cultural creativity, industrial design and other emerging business forms, and create clusters for producer services.
We will focus on integration of crossover to improve the compressive level of the internet economy. We will vigorously implement the “Internet Plus” initiative and develop “Smart Jiangsu”. We will develop a group of Internet industrial parks and popular innovation parks, and cloud computing and big data centers, strengthen and enlarge leading enterprises. We will support the development of the Sensing China Center (Wuxi). We will steadfastly carry out the initiative to improve brands and quality. We will steer technology, the labor force, capital, land and other factors of production into the real economy. We will implement the state’s policy to reduce taxes and abolish enterprise-related administrative fees to lower their costs. We will do a good job in deleveraging to effectively resolve the debt risk of the local government, and cement risk prevention and control in such key areas as finance, private enterprises’ peer-selection loan and illegal fund-raising to guard against systematic and regional financial risks. We will make use of market mechanisms, financial instruments and the rule of law to continue resolving excess capacity and resolutely phase out outdated capacity. We will, in accordance with law, accelerate the merging and reorganization or bankruptcy of insolvent “zombie enterprises” with little hope of recovery.
2. We will continue to expand effective demand and keep our economy operating within a reasonable range. We will further release new demands and create new supplies so as to promote sustained and sound economic growth. We will fully tap into the potential of consumption, optimize the consumption environment and increase consumption loans to actively nurture new consumption hotspots and modalities. We will reinforce the construction of information infrastructure, expand such information consumptions as intelligent terminals and services, and stimulate Online-To-Offline consumption. We will encourage private capital and foreign investment to enter the elder care front. We will promote the integrated development of “Tourism Plus” and raise tourism into a trillion-yuan pillar industry. We will implement the system of paid vacations, and encourage employees to avoid the peak traveling season and practice flexible working schedules. We will vigorously develop personalized, intelligent and customized cultural consumption. We will earnestly destock real estates and effectively release reasonable needs. We will conscientiously carry out 200 major provincial-level projects and increase input in industries and technological transformation to construct our railways, highways, civil aviation, metro, harbors, sea routes, logistics, water conservancy, energy and information. We will leverage financial investment and prioritize input in our weak areas including infrastructure, improvement of people's livelihood, ecological environmental and regional coordination. We will energetically promote the model of government cooperating with social capital to give better play to the role of private investment as main players. We will promote the “quality imports and quality exports” of foreign trade. We will seize the opportunities such as the “One Belt, One Road” initiative and the entry into force of the Free Trade Agreement between the Government of the People’s Republic of China and the Government of the Republic of Korea and of the China-Australia Free Trade Agreement, implement and enhance measures to stabilize foreign trade growth. We will build export bases and brands, develop service trade and outsourcing, and promote innovation and upgrading of processing trade. We will energetically develop general trade, encourage the development of e-commerce of cross-border trade, comprehensive service platforms for foreign trade and other new types of trade, and deepen the pilot programs of modes of trade for market purchasing and diversified types of trade in Special Customs Supervision Zones. We will develop a number of trading centers for import commodities.
3. We will deepen the strategy of innovation-driven development and further increase the supply of resources to innovation. We will center on the mission of building innovation centers for industrial technologies with global influence to implement the scientific and technological innovation project and build an IP-rich province, fully tapping into the innovation potential of various sectors. We will reinforce the role of enterprises as main innovators. We will put into place the preferential policies to stimulate scientific and technological innovations, implement the initiative for cultivating innovative enterprises so as to raise some leading innovative enterprises, support innovative activities of private enterprises and medium-to-micro enterprises, and form agglomerations of innovative enterprises at an early date with high-tech enterprises as the backbone. We will try to make breakthroughs in key industrial technologies. We will strengthen original innovation, integrated innovation and re-innovation after introduction, “digestion” and “absorption”, concentrate our efforts on supporting research and development of cutting-edge and key generic technologies and commercialization of key research findings that have decisive bearings on development of industries, enhance development of infrastructure and service platforms for scientific and technological fields, improve Jiangsu Industrial Technology Research Institute, make breakthroughs in key areas and climb onto the commanding height in terms of innovation at an early date. We will vigorously promote mass entrepreneurship and innovation. We will conduct the “Inno-Jiangsu” entrepreneurship initiative and make efforts to build supporting platforms for popular innovation, crowd sourcing, collective support and crowd funding. We will develop technology finance and improve the incubation chain for technological entrepreneurship. We will deepen projects for training and attracting high-caliber personnel to reinforce our talent pool. We will reform the property right system for scientific and technological achievements and encourage universities and colleges and research institutes to establish technology transfer centers. We will grow the markets for technology, stock rights and share options, expand the trading platform for technology and intellectual property rights, and make progress in entrepreneurship and innovation by mobilizing various factors.
4. We will implement major reform measures to stimulate the vitality of economic and social development. We will center on the structural reform of supply side, remain problem-oriented, put into place a number of reform measures with great tractive effort, and accelerate the formation of systems and mechanisms which will lead the new normal of economic development. We will deepen reform of the administrative system, press ahead with streamlining administration and delegating more power to lower-level governments and further cut down on items of administrative approval. We will carry out the pilot reforms of relatively centralized power of administrative licensing and of comprehensive administrative law enforcement in a progressive manner, advance the integration of service platforms of government affairs, improve both the procedures and the efficiency of examination and approval, and promote the establishment of a unified transaction platform for public resources. We will deepen fiscal, taxation and financial reforms, make expenditure responsibilities suitable to the administrative power, establish a comprehensive, standard, open and transparent budgetary system, improve the local government debt financing system, and deepen the reform of the system for collection and administration of national and local taxes. We will innovate the investing and financing system, and ensure and enhance enterprises’ decision-making power on investment. We will encourage the development of direct financing and improve the social financing structure. We will accelerate the establishment of emergency enlending funds for private banks and enterprises, expand the pilot project of innovating enlending models for small- and-micro-sized enterprises and the pilot project of financing by mortgaging and pledging farmers’ housing and the contracted management right of the rural land. We will deepen reform of state-owned enterprises, optimize their layout, accelerate the concentration of state-owned capital on important industries and key areas and encourage the incremental reform and reorganization of state-owned enterprises and state-owned capital by introducing a mixed ownership. We will improve the state property management system and build lists of supervisory power and responsibilities of the contributors of state-owned capital. We will reorganize and establish state-owned capital investment and operation companies. We will launch a new round of pilot reforms of electric power in a comprehensive manner, and earnestly promote the reform of such key industries as petroleum, natural gas and salt. We will deepen reform of the commercial affairs system, consolidate and expand the achievements scored in the reform of “integration of the business license, the organization code certificate and the tax registration certificate into one” and “one license with one social credit code”, relax the registration requirements for the residence of main market players, pick up pace in reforming the whole-course electronic registration, establish a unified market regulation platform, and enhance supervision and control in the course of and after the event. We will deepen the market-oriented price reform, introduce the policy of differentiated collection of pollution discharge fees, continue to push forward with the medicine pricing reform, and step up efforts in supervising and controlling market prices and enforcing the anti-monopoly law. We will deepen various rural reforms, make progress in reforms of collective property rights institutions, land use system and financial system in rural areas, deeply advance the comprehensive reforms of agricultural reclamation, collective forestry property rights, state-owned forest farms and supply and marketing cooperatives, and basically fulfill the task of registration and certificate conferment of re-evaluated contractual management right of rural land. We will intensify guidance to different types of cities, improve the system of policies characterized by “One City, One Policy” and “One City, One Pilot Project”, and continue to support the comprehensive pilot reform of coordinated regional development in Suqian.
5. We will comprehensively improve our opening-up level to the domestic market and to the outside world, and nurture new international competitiveness. We will conscientiously implement and take initiative to serve major national strategies, and promote high-level two-way opening up. We will expand the space for opening up while implementing the “One Belt, One Road” Initiative. We will establish databases of production capacity cooperation projects in key industries and countries, and establish and improve cooperation mechanisms with key countries and regions along the Belt and Road to encourage international production capacity cooperation, engineering construction and equipment manufacturing to “go global”. We will enhance the supporting role of Lianyungang and Xuzhou as important strategic nodes on the economic corridor of the New Eurasian Continental Bridge, and accelerate the development of China-Kazakhstan (Lianyungang) Logistics Terminal, International Logistics Parkof Shanghai Cooperation Organization, platforms of overseas economic and trade cooperation and sister cities in countries along the Belt and Road.
We will bolster regional cooperation in building the Yangtze Economic Belt. We will adhere to the strategy of “Ecology and Green Development First”, actively engaging in the building of the Yangtze Economic Belt. By relying on the “golden” water channel of the Yangtze River, we will accelerate building a comprehensive grade-separation transport system with the focus on the following projects, namely, Deep-Water Yangtze Channels Southward from Nanjing, Riverside Inter-City Railway, Nanjing Regional Shipping Logistics Center, Yangtze Downstream River-Sea Port Zone, and Yangtze Economic Upgrading Pilot Zone, as part of the efforts in establishing a Grand Yangtze Cargo Clearance System, boosting interactive development with regions along midstream and upstream of Yangtze River. Fasten transformation and upgrading in the open economy amid carrier-based innovative development. We will reinvent systems, institutions and operation models in development zones while attracting top talents and high-end technologies and industries, boosting the synchronization between foreign trade structure and industrial structure. We will intensify the investment promotion in the overall industrial chain and orderly expand the scope of services. We will carry forward the building of Comprehensive Pilot Zone of Suzhou Industrial Park, China-Korea (Yancheng) Industrial Park and Huai’an Taiwan Business Transfer Cluster Service Pilot Zone. Collaboration with Hong Kong and Macau will be deepened. We will establish provincial platforms to serve companies to “go global”, strengthen the building of outbound industrial cooperation zones and industrial clusters, and nurture local multinationals that are comparatively competitive. We will form an open system in the match-making and interaction with free trade pilot zones. We will actively promote the experience of Shanghai Free Trade Zone, and replicate its reforms on investment, trade, finance, comprehensive management systems. We will strive to set up national free trade parks (ports). We will improve the capability of Kunshan in constructing the cross-strait industrial collaboration pilot zones and of Nanjing in building cross-strait coordinated development and innovation-driven pilot zone. We will fully promote the approach of “examination by lists and management with filing” for the approval of establishing foreign-owned enterprises, “one window” international trade and integration of custom clearance, further facilitating investment and trade.
6. We will transform the approach of agricultural development and accelerate modern agriculture building. Centering on securing effective agro-food supply and increasing farmers’ income, we will implement agricultural modernization projects and quicken transformation, restructuring and infrastructural building in agriculture. We will foster new agricultural operation entities. We will develop family farms while promote compliance development of agricultural cooperatives. We will carry out province-wide promotion of nurturing professional farmers, advocating moderate scale operations in various forms. We will help leading agricultural businesses grow bigger and stronger in order to generate exemplary effects that boost agro-industry development, infrastructural building and household farms. We will adjust and optimize the agricultural structure. We will steadily develop high-quality cereal and oil industry, promote combination of agriculture, husbandry and fishery, and encourage on-spot food processing in main production areas. Facility horticulture, scale husbandry and featured aquaculture will be actively developed. Standardization in agriculture production will be promoted. We will promote convergence of rural industries. We will promote dynamic integration of agro-production with processing and circulation, bolster industrialized operation, and extend production and value chain in agriculture. In innovating approaches and models of agro-products, we will enhance building of grain storage facilities and cold-chain logistics systems. Rural e-business will be rapidly developed in the model of “one village, one product and one store”. Open agriculture, recreation agriculture and ocean fishery will accelerate the pace of development. We will upgrade agro-equipment and technology. By executing the strategy of “maintaining farmland and relying on technology for grain production”, we will safeguard the red-line for arable lands, designate permanent basic farmland across Jiangsu, and explore ways in constructing grain production zones and production safety zones for major crops. We will spare no efforts in improving arable land quality, intensifying efforts on comprehensive land management, and setting up pilot zones for land rotation. We will promote large-scale water conservation and high standard farmland programs, develop water-saving agriculture and advance the matching between agricultural equipment and techniques. While speeding up the technological innovation and penetration of major technologies, we will also tackle issues facing green agro-stimulation and develop modern seed production industry. We will improve modern agricultural support and protection system. We will complete the steady incremental mechanism for agro-investment. We will stabilize land contractual relationship in villages, promote law-based land management right rotation and complete socialized service system for agriculture. We will push forward comprehensive reforms on agro-water price, innovate agro-financing service mechanism and establish guarantee agencies for agriculture, allowing more funds to enter the agriculture sector and villages.
7. We will sturdily promote new urbanization and integration of urban and rural development, making greater efforts to balance urban and rural development. We will stride a practical step in the work on urban areas. We shall draw up Jiangsu opinions on carrying out urban planning, elevating capabilities in urban planning, construction and management. In conformity to the national master plan, we will collaboratively build world-class city conglomerates along the Yangtze Delta Region. In the new round of planning for urban systems within Jiangsu, we will give full play to Nanjing Metropolitan Belt, Xuzhou Metropolitan Belt and Suzhou-Wuxi-Changzhou Metropolitan Belt in generating spillover and motivation effects, and expedite the construction of riverside city conglomerates and urban axis long Jiangsu’s coastlines, Xuzhou-Lianyungang line and Beijing-Hangzhou Grand Canal. We will press ahead with developing Smart City, Sponge City, underground space in cities and utility tunnels, and strengthen the protection of historical towns, constantly improving cities’ functions, qualities and livability. We will build a number of resort towns featuring local cultures. We will introduce new urbanization promotion mechanism. We will deepen reforms on household registration system and orderly take in migrant workers as citizens, so as to enable able-bodied rural residents with work capability to settle in cities. Residence certificate system will be perfected to the degree that all permanent recipients of basic public services are covered. We will innovate institutions for urbanization investment and financing as well as industry-city integration, and solidly progress towards human-oriented urbanization. We will intensify coordination between urban and rural development. We will take thorough steps in promoting “six integrations” in urban and rural development in order to amend the short links of rural infrastructure and public services. Regional development structure will be optimized. Elevate South Jiangsu through innovation and upgrading. We will thoroughly implement the planning of South Jiangsu modernization pilot zone and accelerate the improvement of the construction capability in building national self-innovation pilot zones. We will give support to the development and building of Jiangbei New Area, Nanjing. Promote the rise of Central Jiangsu through converged and featured development. We will support Nantong in building land and sea coordinated complementary development pilot zone, Yangzhou in cross-Yangtze converged development reform pilot zone, and Taizhou in experimenting transformation and upgrading reforms. Concerted efforts will be made in developing backward regions that border both Central and North Jiangsu. Reinvigorate North Jiangsu through Four Campaigns and opening up. To that end, we will lean towards North Jiangsu in policy-making, organize a number of key projects, optimize mechanisms in building industrial parks by both southern and northern Jiangsu, advance new industrialization, and build a moderately well-off society. We will promote the integrated development of Costal Jiangsu at a higher level with the focus on integrated development in coastal regions and implementation of programs on maritime equipment, new energy, transportation and port logistics and tourism. One-to-one aid programs will continue.
8. We will strengthen ecological civilization building, and improve green development. We will thoroughly carry out projects of ecological civilization so as to achieve constantly improved eco-environment. In order to strictly execute the planning for main function zones, we will tighten grips on eco-space management and protection, draw red-lines for agro-space and eco-space, regulate development activities in these spaces and better the eco-compensation mechanism. With the aim of intensifying pollution management, we will put forth efforts in containing smog, reduce coal consumption for non-power-generation purposes, and fasten the transformation of coal burning machine sets into low emission ones. Concertedly, we will strictly reduce vehicle emissions, contain volatile organic compounds and dust blowing, and concentrate on ecological utilization of straws and prohibition of straw burning, and execute heavy pollution contingency plans. We will reach out to Taihu Lake, Yangtze River, Huaihe River and offshore seas to contain pollution, and regulate activities along seagoing rivers, sewage draining exits, and costal chemical parks. We will implement control of black and odorous waters as well as water-front environment in cities. We will carry out plans tackling soil pollution, add more pilot areas of soil repair, remove or shut-down of husbandry farms and family husbandry households within non-husbandry regions, curbing agricultural point-pollution. In response to building a beautiful and livable homeland, we will press ahead with environmental campaigns for regulating urban areas and cleaning up villages. Public transport system will witness faster development. We will promote conservation of famous historic cultural cities, towns and traditional villages to reflect the spatial characteristics of both urban and rural areas. We will profoundly enhance construction of Green Jiangsu, with 250 thousand mu of forestation and 1 million mu of forest tending. We will push forward green transformation of production modes, implement quantity and intensity control action in consumption of energy and water resources as well as construction land, and improve both land utilization and output effect. We will focus on energy conservation in key areas, promote green architecture, and strictly control development of industries featuring high energy consumption, high pollution and high resource dependency. We will promote clean energy, accelerate development of energy conservation, environment protection and green industries and propel development zones above the provincial level to build ecological industrial parks. We will support Zhenjiang’s trials on the comprehensive reform of ecological civilization and construction of low-carbon city. We will press ahead with institutional innovation to improve the ecology. actively carry out the pilot program of the comprehensive reform of the ecological environment protection systems, refine the systems of assessment of green development, compensation for the damage of ecological environment and accountability, promote vertical management of monitoring and enforcement in environment protection institutions under the provincial level and strengthen off-office assets auditing of leading cadres. We will strictly enforce the new environment protection law and crack down on all environmentally illegal activities.
9. We will speed up construction of a culture-rich province and facilitate cultural development and prosperity. We will keep in line with the course of the socialist advanced culture, deeply promote construction of the socialist core value, strengthen ideological, moral and legal education, popularize scientific knowledge, boost province-wide reading and continuously improve the quality of citizens and the degree of social civilization. We will develop and prosper cultural undertakings, support the creation and production of excellent cultural productions, carry out the project of quality literature and art creation, successfully launch the 3rd Jiangsu Cultural and Art Festival, guide the healthy development of online literature and art creation, strengthen cultivation of cultural talents, step up the development and prosperity of the undertakings such as philosophy and social science, literature and art, press and publications, radio, film and television. We will enhance popularization and publicity of the outstanding traditional culture and carry out the projects of historical context sorting and research, push forward the institutionalization of voluntary service, encourage public participation in the building of spiritual civilization and complete the task of the 2nd round of chorography compiling. We will expedite the development of cultural industries, reinforce the leading function of cultural and creative industries, enhance the integration of culture with science and technology, finance, information and tourism, encourage the development of new cultural forms, enlarge and guide cultural consumption, and foster a number of key cultural enterprises and cultural industrial parks. We will improve the service system of basic public culture, increase investment into the public culture, optimize the service of public culture, complete the networks of public culture facilities, enhance construction of the comprehensive cultural service centre at the grassroots level, lay emphasis on the application of internet and modern technologies and consolidate cultural construction in the rural areas. We will deepen the reform of the state-owned literature and art organizations and expand external cultural exchanges.
10. We will work hard to develop various social causes to improve the wellbeing of the people. We will implement the well-being and happiness project in an in-depth way, centering on the principle of shoring up the week spots, building up a basic safety net and ensuring there is a cushion in place for those most in need, increase the investment in the improvement of the people’s well-being and the supply of basic public service. We will profoundly launch the income doubling program and put in place the policies and measures for the income increase of the urban and rural residents. We will encourage the enterprises to establish the system of collective negotiation on income according to law, put into practice the minimum wage standards and improve the income system that fits into the characteristics of public institutions. We will put into effect more proactive employment policies, carry out the employment promotion plan and entrepreneurial leading plan of the university graduates, support the migrant workers to return to their hometown to start a business, and reinforce support to the flexible and new employment forms. We will comprehensively implement the registration plan of the nationwide health care and deeply promote the reform of old-age insurance system. We will integrate the basic health care insurance systems in urban and rural areas, improve the operating mechanism of serious illness insurance, deepen the reform of the payment method of medical insurance, solidify the connection of basic medical care, serious illness insurance and medical assistance, and carry out trials of long-term care insurance system. We will improve temporary aid system and promote the development of charity causes. We will provide subsistence and caring allowance to families in difficulty and the disable people losing basic working capabilities. We will deeply promote the construction of education modernization trial areas, improve the quality of education in an all-round way, work hard to develop inclusive preliminary education, enhance the quality and balanced development of the compulsory education, speed up development of regular senior secondary education, insist on the development of non-government funded and social education, actively build modern vocational education system, deepen the comprehensive reform of high education and drive forward the construction of first-class universities, high-level universities and top disciplines. We will promote the building of “Healthy Jiangsu” in an in-depth way, make solid progress on the trials of the comprehensive health care reform at the provincial level, deepen the comprehensive reform of public hospital, improve the new operating mechanism of medical and health care at the grassroots level, accelerate the construction of classified treatment system, strengthen prevention and control of serious illness and enhance the development of traditional Chinese medicine. We will bring into force the policy of one couple bearing two kids across the province. We will expedite the development of the demonstration areas of public sports service system, improve the infrastructure and service networks of the province-wide fitness, and enhance the coordinated development of mass sports, competitive sports and sports industries. We will redouble our efforts to develop multi-level social service system for the old and comprehensively put into effect the service system of subsidy for the elderly losing basic living capabilities. We will promote construction of housing security and supply system, optimize the structure of indemnificatory housing supply, expand the trials of rental-sale transformation of public rental housing, improve the housing security system, step up the process of bringing the permanent residents of urban area into the housing security system and put into practice the unified registration of real estate in an all-round way. We will implement a new round of poverty alleviation and better-off projects, focus on the low-income population, economically weak villages, key areas and such old revolutionary base areas as Huangqiao and Maoshan, increase investment and carry out targeted poverty alleviation. We will strengthen and innovate social governance, profoundly promote the construction of Jiangsu under rule of law and a peaceful Jiangsu, improve the social governance system, push forward the standardization of the comprehensive service management platform at the grassroots level and enhance grid management. We will make solid efforts to promote “government–society interaction” and burden relief for communities and increase the dynamism of grass-roots autonomy. We will improve the social credit system and stick to the social stability risk assessment system of major policy decision. We will intensify the public voice system and devote more efforts on the ethnic and religious works. We will make innovation and upgrading of the modern and three-dimensional prevention and control system of social security, improve management service for the special populations, prevent and counter terrorist activities and punish the illegal activities and crimes by laws. We will seriously investigate and deal with activities that pose threats to people’s interests and earnestly safeguard people’s lawful rights and interests. We will consolidate legal service at the primary level, promote legal aid to benefit all residents with lowest allowance for living and extend to the low-income population gradually. We will strictly put into effect accountability system to ensure workplace safety, carry out risk and hidden danger identification in an in-depth way and guarantee the situation of workplace safety is improving continuously. We will implement the strictest food and drug administration system, promote special and comprehensive treatment, and construct a regulatory pattern covering the whole supply chain from the source to the consumers. We will improve the emergency management system and mechanism to enhance the capability of public security and disaster prevention and reduction.
We will channel more efforts into military and civilian integration, profoundly carry out national defense education, increase national defense consciousness, strengthen construction of national defense mobilization, civil air defense and reserved force, enhance the integration of military and civilian industries, make further efforts in conscription work and Double Support (shorthand for the administrative effort to enhance ties between the army and civilian communities) and building together work, improve the quality and level of the work on placement of the demobilized army officers and preferential treatment to disabled servicemen and family members of revolutionary martyrs and cement the sound situation of military-political unity as well as army-people unity.

We will continue to work on the ten initiatives to ensure and improve people’s well-being. First, employment and starting businesses. We will increase 360 thousand more reemployments for the urban laid-off workers, 50 thousand employments for the groups having difficulties in finding jobs, support 16 thousand university graduates to start their own businesses and develop 20 thousand internships for graduates of high education. We will help 30 thousand peasants to start their businesses and organize vocational trainings for 100 thousand of the new generation of migrate workers. Second, education benefiting the public. We will finish 500 renovation projects among weak schools of the compulsory education, newly build and enlarge 300 kindergartens. We will train 60 thousand village teachers at the provincial level for free. From the autumn term on, tuition and fees exemption will cover all secondary vocational schools across the province, and the registered needy students in the senior middle school will be firstly exempted from tuition and fees. Third, well-being underpinning and guarantee. We will increase the minimum standards of the monthly basic pensions of the aged insurance for both urban and rural dwellers to 115 yuan per capita, and the standard of the monthly rural minimum subsistence allowance to more than 365 yuan per capita. Fourth, improvement of living environment. We will increase the water supply capability by 500 thousand cubic meters per day and the deep treatment capability of tap water by 1 million cubic meters per day and address the problem of drinking water safety for 2.11 million people in the rural areas, newly add 400 thousand cubic meters per day of sewage treatment in the urban area and systematically push forward the domestic sewage treatment of villages in the 16 pilot counties (districts). We will build 300,000 innocuous sanitary toilets in rural areas. We will promote new energy vehicles and put 60,000 standard ones on the street. 300 community service centers will be renovated and upgraded. Fifth, concerning the conduct of women and children care, we will build 100 provincial demonstration e-commerce service stations to provide professional support for migrant and left-behind women and children, poverty-stricken single mothers and empty nesters, totaling 100,000. We will provide certain disease screenings for one million women in rural areas free of charge and give the minimum of RMB 500 to every eligible woman who delivered in a hospital. We will comprehensively implement the rescue and protection mechanism for children who are stuck in difficulties. Sixth, in terms of health and old-age care service, we will increase the minimum standard of health insurance subsidy for urban and rural dwellers to RMB 425 and the minimum standard of public health service subsidy to RMB 50. We will build 100 community day care centers and 2,000 dining spots for the elderly. For individuals who receive medical assistance, 70% of the expenses that are borne by themselves will be reimbursed. (For individuals who receive medical assistance, they will get a subsidy, the amount of which will be above 70% of the expenses borne by themselves.) We will subsidize 50,000 poverty-stricken disabled people so they can have assistive devices and build 500 disabled homes. Seventh, to ensure housing security, we will begin rebuilding of 250,000 units of houses in shanty areas and urban villages, and renovation of15,000 units of dilapidated buildings in rural areas. 200,000 units of new houses will be built. Eighth, to provide convenient transportation, we will build and rebuild 4,000 kilometers of rural highways and 7,000 bridges, and increase towns and townships that have town-village public bus lines to 650. We will begin using the online public transportation app in 13 municipalities directly under the jurisdiction of the province and connect the transportation tickets selling system with another 100 cities in 10 provinces (autonomous regions and municipalities). Ninth, concerning public culture and sports, we will build 4,000 community cultural service centers and upgrade 4,000 village libraries. Films will be publically played 125,000 times in rural area with relatively weak economy. People in the urban communities will approach sports facilities within ten minutes. 500 kilometers of fitness footpath will be built. Sports venue will be built in 567 towns and townships. Tenth, in respect of poverty alleviation, we will register all rural law-income families and increase the per capita income of 600,000 registered low-income people in rural areas to RMB 6,000.
9. We will improve government with the spirit of reform and innovation. We will follow the requirement of modernizing China’s governance system and capability for governance, insist on reform and innovation, and accelerate the building of a service-oriented, clean and rule-of-law government to create a new and better situation for government work.
We will exercise governance for the people, and improve service-oriented government. We will streamline administration and delegate more powers to lower-level governments and to society in general while improving regulation and services, accelerate transformation of government functions, and invigorate market entities to give full play to the decisive role of the market in resources allocation. At the meantime, we will carry out responsibilities such as providing public services, monitoring the market, managing public affairs and protecting the environment, etc. We will promote data sharing among government departments and public-access to data and resources. We will innovate ways of providing public services, improve government procurement list of services and enhance quality and efficiency of public services. We will set up a provincial administrative service hotline, improve administration service system, and streamline relevant procedures. We will comprehensively promote one-stop service for administrative approval affairs and complete online coordination system. The incentive mechanism will be improved and performance management be strengthened. We will stimulate the enthusiasm to start business. We will enhance people-orientation and service consciousness, constantly refine work style, fulfill our duties with dedication, and remain enthusiastic to resolve prominent problems raised by primary-level officers and over which people have a great concern. Accountability mechanism will be improved and supervised to see conduct of government done. We will resolutely remove obstacle that impair implementation of government policies, hold to account those who are sloppy or neglectful of their duties, and enhance government’s administrative capacity and public credibility.
We will exercise governance in accordance with the law and build a rule of law government. We will comprehensively promote rule of law in government, market and society, making it Jiangsu’s core-competitiveness. We will establish a mechanism to ensure thorough open governance, and improve the government’s news release system. We will exercise power list, accountability list and negative list system, carry out dynamic management and execute government functions in accordance with the law in an all-round manner. The rule-of-law administrative system will be improved. We will exercise government legal adviser system, improve legislation in key areas, and enhance the quality of new laws. We will examine validity of normative documents and major administrative policies, and carry out third party assessment on such major policies. Administrative law enforcement responsibility system will be exercised, and the implementation of combined administrative penalty right and law enforcement will be accelerated. The administrative reconsideration work will be strengthened. Law Popularization Campaign (2016-2020) will be started to foster social atmosphere that advocates rule of law. We will strengthen restriction mechanism of administrative power and supervision. We will welcome supervision from the Party and Provincial Peoples’ Congress, and embrace democratic supervision and judicial supervision. Besides, administrative supervision and audit supervision will be intensified and social and media supervision mechanism will be perfected to ensure that the power be exercised in the track of law.
We will build a clean government by strictly exercising rule of law. We will abide by political disciplines and rules, implement the CPC Central Committee’s eight-point decision on improving Party and government conduct, the State Council’s three-point decision on curbing government spending and the CPC Provincial Committee’s ten-point decision on improving work style, and strictly enforce the self-discipline code and discipline sanction regulations. We will exercise Three Stricts and Three Steadies (Be strict in cultivating one's moral character,preventing abuse of power and disciplining oneself. Be steady in planning matters,starting undertakings and conducting oneself.) and work tirelessly to oppose formalism, bureaucratism, hedonism and extravagance and severely punish every instance of corruption and bad practice that impair the interests of the people. We will encourage thrift and diligence, oppose extravagance and waste, and strictly control government spending. The work of managing government buildings and offices will be strengthened. We will persist in managing power, affairs and people in accordance with the mechanism. A mechanism that is free from corruption shall be put into place rapidly. We will see to it that every instance of corruption is severely punished, all sorts of violation of laws and regulations be dealt with, and resolutely curb the spread of corruption. We will consolidate ideology and moral defenses against corruption and strive for a clean government.
