On behalf of Jiangsu Provincial People’s Government, I now present to you the report on the work of the government for your deliberation and approval. I also invite the members of the Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) to tender comments and suggestions.
I Review of Work in 2013
The past year was an extraordinary one. Guided by the fundamental principles of the 18th CPC National Congress, the Second and the Third Plenary Sessions of the 18th Central Committee, as well as a series of important addresses by General Secretary Xi Jinping, we faithfully implemented the strategic decisions and arrangements made by the CPC Central Committee and the State Council, and carefully followed up on the resolutions reached at the Fifth and Sixth Plenary Sessions of the Twelfth Provincial People’s Congress. Centering on raising the quality and performance of economic development, we firmly adhered to the theme and the main line of our objectives, made advancement in a steady fashion, pressed ahead with the “Six Strategies”, the “Eight Projects” and the “Ten Measures”, struck a balance among various tasks concerning reform, development and social stability, and accomplished the annual tasks defined at the First Session of the Twelfth Provincial People’s Congress. In 2013, Jiangsu’s GDP and per capita GDP hit RMB 5.9 trillion and RMB 74,607, up by 9.6% and 9.3% respectively; the general budgetary revenue rose to RMB 656.85 billion, up by 12.1%; input into R&D from the whole society exceeded 2.4% of regional GDP, and 57.5% of GDP came out of advancement of science and technology; output from high and new technology industries increased by 15%; added value yielded from industries above a certain designated scale grew by 11.5%; investment in fixed assets increased by 19.6%,; total retail sales of consumer goods rose by 13.4%; per capita income of urban and rural residents reached RMB 32,500 and 13,550, up by 9.6% and 11% respectively; CPI grew by 2.3%; registered unemployment rate in both urban and rural areas hit 3.03%; and the natural growth rate of population stood at 2.43‰. Ten practical programs for improving people’s well-being were fully accomplished. Jiangsu’s economic and social development was making better and fresh progress in a steady manner and new progress was registered in achieving the goal of “Two Leads”.
During last year’s “Two Sessions”, General Secretary Xi Jinping attended the review session of Jiangsu delegation, encouraging us to build on the already achieved results and start anew, so as to make fresh breakthroughs in various tasks in accordance with the requirement of the “Two Leads”. General Secretary Xi proposed three requirements on deepening industrial restructuring, promoting urbanization in a proactive yet steady way and earnestly pushing forward ecological progress. In the endeavor to write the Jiangsu chapter of the Chinese Dream, we took these requirements as strategic measures for transforming development mode and further broke them down into following ten aspects.
1. We registered major progress in economic transformation and upgrading. With transforming development mode as the main line and industrial restructuring as the main direction, we pressed ahead with the optimization and upgrading of economic structure in accordance with the aims to move up the industrial chain, streamline and optimize industrial structure and comprehensively strengthen the industry. We vigorously implemented the innovation-driven strategies and earnestly launched pilot programs on building an innovative province. The output from high and new technology industries reached 38.5% of that from industries above a certain designated size; 85% of large and medium-sized industrial enterprises had their own R&D facilities. Jiangsu Industrial Technology Institute was officially established. We intensified efforts in nurturing and bringing in innovative and entrepreneurial talents, turning Jiangsu into one of the top provinces in China in terms of comprehensive competitiveness of talents and overall development index of intellectual property rights, and a province with top-notch regional innovation capability for five years in a row. By implementing the plan to promote the development of ten strategic emerging industries, sales revenue from these emerging industries grew by 18%. We capitalized on the pilot program of replacing business tax with value-added tax and accelerated the development of modern service industries. The added-value yielded from service industry grew by RMB 2.66 trillion, whose contribution to total GDP increased by 1.2 percentage points. We intensified the integration of industrialization and IT application. The general index of regional integral development reached 87.2. The traditional industries also witnessed enhanced competitiveness. Classified policy implementation was adopted, and progress was made in weeding out outdated capacity and neutralizing excess capacity. In spite of pressure of natural disasters such as heat and drought, grain production saw growth for ten consecutive years to 34.23 billion kilograms, with a year-on-year growth of 505 million kilograms. Agricultural farmland equipped with high-efficiency facilities increased by 904 thousand mu (1mu equals 0.067 hectares), and agricultural farmland with moderate-scale operation grew by 3.12 million mu. The comprehensive mechanization rate of agriculture hit 78%, and agriculture was witnessing a faster development towards modernization.
2. Economic development made sounder progress in stability. Against the backdrop of many difficulties and challenges as well as a higher downside pressure in economy, we took multiple measures at one time to stimulate major market players, keeping economic operation within a rational range. We vigorously boosted consumption, explored new growth in consumption, formulated and implemented measures to promote information consumption, accelerated development of tourist and cultural industries to expand consumption, encouraged consumption in environmental-friendly and energy-saving products, and launched “Long March of Jiangsu’s Products” to expand the consumer market. Consumption made a 50.4% contribution to economic growth, up by one percentage point compared with that of the previous year. We laid emphasis on optimizing investment structure. As a result, investment in service industries, high and new technology industries and corporate technological upgrading increased by 22.3%, 14.6%, and 26.2% respectively. Investment by private companies reached 68.2% of total investment. The 200 provincial key projects covering industrial development, infrastructure, and people’s well-being achieved smooth progress. Jiangsu section of the South-to-North Water Diversion Project was completely put into use; Nanjing—Hangzhou Intercity Railway was put into operation; the costal high-level expressway was basically completed; construction of the Lianyungang—Yancheng Railway kicked off; the main buildings of Lukou International Airport phase II was accomplished; and Nanjing Museum phase II project was also completed and open to the public. We delivered better services to industries and enterprises in foreign trade, accelerated construction of production bases, trade platforms, and international marketing networks, accommodated easier trading activities, and promoted integrity of foreign and domestic trade as well as balance between imports and exports. Foreign trade, though confronted with difficulties, witnessed fresh progress and better performance in a stable fashion. Total foreign trade reached USD 550.84 billion, up by 0.5%. The “Four Action Plans” for promoting technical reforms, nurturing incremental elements, expanding sales and safeguarding production factors in enterprises were launched. We intensified financial services for the real economy, with RMB 720.8 billion loans newly issued. New loans to medium, small and micro businesses took up 54% of total newly-granted loans. Various kinds of corporate bonds totaled at RMB 259 billion.
3. Development between urban and rural areas became more coordinated. With urbanization rate hitting 64.1%, we formulated and implemented 20 policy opinions to earnestly push forward urbanization and promote integrated development between urban and rural areas. We launched another round of practical projects in rural areas, resulting in 83% of villages and towns equipped with facilities of water supply and diversion, and 70% of villages and towns with facilities of waste water treatment. Another 3.1 million rural residents had access to safe drinking water. Regular passenger coaches could reach all incorporated villages, and 48% of villages and towns had their own bus lines. We made new arrangements for regional balanced development in Jiangsu. While maintaining policy consistency regarding North Jiangsu development, we focused on weak links and formulated 28 policy opinions to fill gaps and improve weaknesses, launched six key projects and intensified efforts in poverty alleviation, making North Jiangsu score new progress in building a moderately prosperous society. We implemented the opinions on promoting integrated development with local characteristics in Central Jiangsu and the promotional plans regarding transformational development in regions alongside the Yangtze River. We formulated and issued policies to boost the development in economically backward regions between Central and North Jiangsu in the hope of elevating Central Jiangsu. We constructed modernization demonstration zones in South Jiangsu, accelerated the transformation and upgrading of economic development mode and further fostered the innovation capability and international competitiveness of South Jiangsu. As a result, the socio-economic development in South Jiangsu kept the lead in the province. We drew up and implemented the policy opinions on promoting scientific development of coastal regions, and smoothly accomplished phase I of the five-year costal development program. One-to-one assistance to other provinces was earnestly carried out. The yearly targets for assisting Xinjiang, Tibet and Qinghai were completed and the achievement was fully affirmed by assistance recipients.
4. Efforts in ecological progress were intensified. We improved mechanism building and made plans for promoting ecological progress, identified red-line protected areas in the province, and established transfer payment system for ecological compensation. We strengthened energy conservation and emission reduction by meeting the annual target in reducing energy consumption per unit of GDP and emission reduction of COD, SO2, ammonia nitrogen and nitrogen oxides. We enhanced prevention and control of air pollution, implemented 900 air treatment projects,accomplished denitration renovation of 24,500 MW generator sets and upgrading of 56 air automatic monitoring stations. We promoted the use of national-V-standard gasoline in eight cities along the Yangtze River, and achieved full coverage of PM2.5 monitoring in counties (cities). We strictly banned straw burning and advanced comprehensive utilization of crop stalks. We strengthened prevention and control of water pollution and pushed ahead with the treatment of key watersheds. Thanks for the intensified efforts in treating urban and rural river channels, and as a result, water quality in the Taihu Lake kept improving and in Jiangsu section of the South-to-North Water Diversion Project reached the standard. We reinforced the comprehensive treatment of the environment in urban and rural areas with 3,580 projects of comprehensive urban environment treatment operating smoothly and 63,000 villages completing comprehensive environment treatment projects. A Green Jiangsu came into being with forest coverage rate reaching 21.9% and new progress was made in the constructions of state-level eco-cities, garden cities and forest cities.
5. We took new steps in reform and opening-up. We energetically streamlined administration and devolving power to lower levels with 154 items of administrative approval canceled or delegated to lower levels followed by the first batch of 422 items in the first year of the 12th Five-Year Plan. We steadily carried out the reform of expanding power in developed counties, the pilot program of institutional reform in counties (cities) directly administered by the province and the pilot program of administrative management system reform in developed townships, and made major progress in the reform of public institutions. We adjusted or improved the fiscal administrative system of tax distribution, and the pilot reform of replacing business tax with value-added tax was expanded to 240,000 companies, reducing RMB 17 billion tax in total. We integrated special fiscal funds and bettered the construction of the fiscal transfer payment system. We promoted reforms in social undertakings, jointly constructed education modernization trial zones with the Ministry of Education, steadily promoted comprehensive reform in education, started comprehensive reform in county-level public hospitals, and deepened reform in non-profit cultural institutions. The pilot programs of comprehensive reform such as Nanjing Science and Technology System, Suzhou Integration of Urban and Rural Development, and Wuxi “Two-Model” Social Construction all witnessed important progress. We accelerated the transformation and upgrading of the open economy. Service trade increased by 37.5%; the share of general trade import and export increased by 2.3 percentage points; and paid-in foreign investment reached USD 33.2 billion. Contractual overseas investment reached USD 6.14 billion, and enterprises picked up paces in going global. We conscientiously and actively studied policies and measures for the construction of the China (Shanghai) Pilot Free Trade Zone. We enhanced the functions of state-level and provincial-level development zones and various types of opening-up carriers. Work related to foreign affairs, Taiwan affairs, Hong Kong and Macau affairs, and overseas Chinese affairs all broke new grounds.
6. People’s livelihood was further improved. We made practical efforts in improving people’s livelihood, actively promoted the construction of “Six Major Systems”, namely lifelong education system, employment service system, social security system, basic medical and health care system, housing security system and pension service system. Over 75% of the provincial public fiscal expenditure was used for safeguarding and improving people's livelihood. We took 28 measures to increase the income of urban and rural residents. Rural residents’ income growth rate continued to outgrow that of the urban residents. We actively expanded employment channels and improved the quality of employment. 1.369 million jobs were created in cities and townships and 816,000 unemployed people went to work again. The overall employment rate of university graduates reached 96.4%. We strengthened the construction of the social security system. Over 95% of population enjoyed major social insurances. We started the pilot program to insure serious diseases, and constructed the dynamic adjustment system for health insurance financing for urban and rural residents. We improved the compensation system for land acquisition and included all landless farmers into the social security system. The basic pension for corporate retirees reached RMB 2,027 per month; the minimum per capita basic pension for urban and rural residents increased to RMB 80 per month; the minimum per capita living standard for urban and rural residents increased to RMB 487 and RMB 412 respectively; government subsidies to medical insurance for urban and rural residents and new type of rural cooperative medical insurance increased to RMB 280 per capita per year at the least; and minimum wage increased by 15% on average. We started to build 262,000 units of affordable housing, completed the construction of 239,000 housing units, provided house-renting subsidies to 49,000 households and supported 25,000 rural families with economic difficulties or in need of housing to live in safe homes. We implemented poverty alleviation projects and helped those needy to become better off, resulting in 1.28 million rural people of low income lifted out of poverty. We accelerated the development of social undertakings. The education quality of various levels and types of schools was continually improved; the number of state-accredited counties (cities, districts) with balanced development of compulsory education increased to 65; the construction of advantageous disciplines and collaborative innovation bases in universities topped the whole country. We further enhanced talent clustering in universities and research institutes and strengthened innovation capacity through the advancement of science and technology. We intensified efforts to integrate medical resources. The national assessment of basic public health services and the control level of key indicators for health of urban and rural residents topped the country for two straight years, and the prevention and control of the epidemic bird flu H7N9 was effective. The nonprofit cultural undertakings developed prosperously, and the construction of public cultural service system registered marked results. We accelerated the development of the cultural industry, and scored fresh achievement in the protection of cultural heritage. Cultural exchanges with foreign countries became more active with rising cultural influence, and the play Maple Grove won the award of National Wenhua Grand Prize. We carried on fitness programs for all people, balanced the development of amateur sports and competitive sports, successfully held the Second Asian Youth Games and actively participated in the Twelfth National Games. The construction of a safe and a law-based Jiangsu achieved new results. The performance assessment of social administration and the evaluation of public sense of security topped the country. We firmly promoted the investigation and management of security risks, kept production safety basically in control, and strengthened the work on food and drug safety. New progress was made in the work on ethnic minorities, religions, petition visits, statistics, archives, annals and consultancy. New achievements were scored in family planning and affairs related to women, children, the youth, senior citizens, Red Cross society, disabled people and charity. We intensified efforts in national defense education promoting mutual support between the military and the people, improved the construction of national defense mobilization and the reserve forces, strengthened the work of demobilization, gave preferential treatment to families of servicemen and martyrs, advanced construction of militia and reserve troops and civil air defense and fostered closer relations between the military, government and the people.
Last year, we valued and strengthened self-improvement of the government, earnestly carried out the Party’s Mass Line Education Practice Activities, focused on fighting against formalism, bureaucratism, hedonism and extravagance, conscientiously implemented the Eight Provisions of CPC Central Committee and Ten Provisions of CPC Jiangsu Provincial Committee, kept close ties with the masses, effectively improved our work style, accelerated the transformation of government functions, made efforts to improve administrative efficiency, and achieved new progress on the construction of service-oriented government.
Fellow deputies, by recalling the history of struggle, we deeply feel that, to achieve sustained and sound economic and social development of Jiangsu, we must give greater prominence to transforming the mode of development. After 30 years of rapid growth, the economic drivers have changed dramatically, pushing Jiangsu to a critical moment when healthy growth can only be sustained by accelerating transformation of development pattern. Efforts will be made to improve the quality and efficiency of the economy and upgrade it so that the growth can be more sustainable and stable over a long period of time. We will let innovation become the major driving force of development. We will tap Jiangsu’s advantages in science, education and talents, overcome difficulties by reform and pursue growth through innovation. Emphasis will be put on making concept innovation, scientific innovation and institutional innovation to deliver the dividends from reform, stimulate market potential and innovation vigor. We will continue to expand opening up. Following the new trend of deepening economic restructuring in the world, Jiangsu stimulates domestic growth and opening up for mutual development, combines attracting foreign investment and encouraging going global for better interaction, promotes Jiangsu’s economic development and improve competitiveness in the international arena through opening up. We will attach more importance to people’s livelihood. We need to take people’s aspiration for a better life as our mission. By practically solving problems for the people in a constant manner and establishing the public service system, we will improve people’s life year on year.
All the achievements scored in the past year would not have been possible without the strong leadership and wise decisions of the CPC Central Committee and the State Council and the concerted efforts and hard work of all the people across the province. On behalf of Jiangsu Provincial People’s Government, I would like to pay tribute and heartfelt gratitude to all people in Jiangsu. My gratitude also goes to the deputies of Jiangsu Provincial People’s Congress, members of CPPCC Jiangsu Branch, democratic parties, federations of commerce and industry, mass organizations, people from all walks of life, the People’s Liberation Army stationed in Jiangsu, the armed police forces and public security police as well as to our compatriots in the Hong Kong and Macao special administrative regions and Taiwan, overseas Chinese as well as foreign friends.
Meanwhile, we are keenly aware that despite the steady economic growth, there are still difficulties and problems. Institutional barriers hampering scientific development remain prominent, preventing the market players from bringing their vigor into full play. And there are other problems such as irrational industrial structure, less competitive export, sluggish consumption, struggling enterprises and bloated industries. The stress on environment and resources is growing, bringing arduous tasks in treating air pollutant and the prevention and control of water contamination. Vulnerable areas still exist in tasks concerning people’s livelihood, manifested as allocation of public resources and public services needs to be improved, the task to increase the income of urban and rural residents is becoming more challenging and new problems need to be addressed in social administration. The transformation of government functions is incomplete and law-based administration needs to be improved. Effective measures need to be taken to implement laws and regulations; more work remains to be done to establish a long-term mechanism for changing government work style, and great efforts are required in fighting against corruption and advocating clean and honest governance. We will bear in mind our responsibilities and mission and take effective and feasible measures to tackle these problems.
II Objectives for 2014
2014 marks the beginning of deepening reform in an all-round way and is a critical year for realizing objectives set in the 12th Five-Year Plan. Given the volatile economic situation and arduous reform tasks, the requirement of the work of the government is that we will hold high the great banner of socialism with Chinese characteristics, take Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development as our guide, comprehensively study and implement the fundamental principles of the 18th CPC National Congress, the second plenary session of the 18th CPC Central Committee and addresses by General Secretary Xi Jinping, pursue scientific development, transform economic development pattern, strive for progress while maintaining stability and carry out reform and innovation in every sector and link of economic and societal development. We will implement the “Six Strategies”, the “Eight Projects” and the “Ten Measures”, and pursue steady growth, structural adjustment, reform, clean environment and livelihood improvement in a coordinated manner. Efforts will also be put in improving the quality and efficiency of economic growth and beefing up the basic public service system with a view to guaranteeing sustained and sound economic growth as well as social harmony and stability.
We have set the following major targets for the economic and social development in 2014: the GDP will rise by around 9%; the general budgetary revenue will increase by 9%; fixed assets investment will be up by 17%; total retail sales of consumer goods will increase by 13%; foreign trade will maintain moderate growth; the proportion of investment in R&D in GDP will hit 2.45%; per capita income of urban and rural residents will keep pace with economic growth; the rise of CPI will be kept at around 3.5%; registered unemployment rate of urban residents will be under 4%; the annual target of energy conservation and emission reduction will be fulfilled; and natural population growth rate will stand at about 4‰. In projecting these targets, we have taken into consideration the current economic picture both at home and abroad as well as the current development situation of Jiangsu. They will play a positive role in stabilizing market expectation while leaving room for deepened reform and structural adjustment.
To achieve the abovementioned targets, we will pursue growth while maintaining stability. Stability will be taken as the precondition for growth and the good momentum for stable growth will be kept. Economic transformation and optimization will be taken as the driver for growth with special emphasis on industrial optimization and a stressed role of innovation. We will stick to the principle of enhancing competitiveness by moving up the industrial chain, giving priority to modern services and elevating the traditional industries, and make appropriate adjustment to establish a modern industrial system. Efforts will also be made to improve the demand structure. By expanding domestic demand, economic growth will be driven by consumption, investment and export in a balanced manner. We will balance urban and rural development and facilitate synchronized progress of new-type industrialization, IT application, urbanization and agricultural modernization. The new-type urbanization featured by “people first” will be promoted to encourage integrated development of urban and rural areas. We will improve regional industrial structure by supporting different regions to develop and consolidate their own advantages. We will make use of complementary advantages of different regions to achieve shared development. We will adjust income distribution based on the requirement of keeping individual incomes grow in line with economic growth and labor remuneration grow in line with increase of productivity. While maintaining stable growth of personal incomes, we will take steps to narrow down the income gap. Besides, efforts will be made to improve the environment. We will carry out comprehensive measures to address both symptoms and root causes, ramp up protection and treatment efforts and make people experience tangible improvement of the environment.
In order to realize the goals of this year, we will insist on reform and innovation. With reform implemented in every aspect of socioeconomic development and people’s minds being further emancipated, we are able to win the tough battle of deepening reform with greater courage and wisdom. Targeting at areas of greatest concern and most salient issues that hinder socioeconomic progress, we will launch plans for reform in response to the expectations of the people. With great courage and solid pace, we will improve the overall design of the plan by fully respecting and promoting the creative spirit of the grass-roots. We will also work out categorized plans to push forward reform in a scientific and orderly manner. With full awareness of the decisive role that market plays in allocating resources, we will deepen reform of the economic system, accelerate the construction of a modern market system, tap into the potential of major market players, develop mixed ownership economy, promote modern corporate system at state-owned enterprises, give support to the healthy growth of non-public sectors of the economy and promote more efficient, fairer and more sustainable economic development. We will take reform of the economic system to drive reform in other areas. Centering on transforming government functions, reform on administrative institutions will be deepened. With the focus on establishing the socialist core value system and a culturally advanced province, reform of cultural institutions will be improved. In line with improving people’s livelihood, reform of social institutions will be furthered. In order to build a beautiful Jiangsu, reform of systems related to ecological progress will be intensified. We will strive to make substantive progress in revamping the administrative approval system, improve the systems of cultural management and production and operation of cultural products, reforming the income distribution system, innovating social administration methods, making progress in innovative and intensive use of resources and various pilot programs on reform.
In accordance with the core requirements of “pursing growth in stability, reform and innovation”, we will prioritize economic transformation and upgrading with comprehensive and in-depth reform as strong propellant, lay equal emphasis on pursing development and reform in a coordinated fashion and concentrate the work in the ten following fields.
1. Fostering industrial restructuring to improve comprehensive competitiveness
Following the market-oriented path, we will give more credit to market mechanism in industrial restructuring. In the development of strategic emerging industries, we will strive for leadership in high-end sectors, focus on key technologies, expand market applications and nurture leading enterprises. We will carry out major projects, construct distinctive production bases, and accelerate the growth of strategic emerging industry clusters and new pillar industries. We will also make modern service industries such as finance, logistics and service outsourcing stronger, promote new commercial activities including Internet-based digital manufacturing, content services and platform economy, foster leading enterprises in e-commerce, build modern service clusters and promote integration between productive service industry and advanced manufacturing. We will facilitate in-depth integration of IT application and industrialization, develop intelligent and green manufacturing industries and renovate and upgrade traditional industries. Proprietary brands will be cultivated and construction of standardization system will be quickened so as to elevate the domestic and international market share and influence of these brands. We will deal with excess capacity with focus on steel, cement, flat glass and ship building. In these areas, we will implement the policy of differentiated resource prices, adjust entry access criteria and take various measures to eliminate excess capacity. We will phase out outdated capacity at a faster pace.
2. Improving quality and efficiency of economic growth for sustained and sound economic development
We will conscientiously carry out national macro-economic policies and take full advantage of the leverage of public finance. We will better financial management institutions at sub-provincial levels and the mechanism of guaranteeing basic fiscal expenditure in municipalities and counties. Financial fund will be used mainly for safeguarding and improving people’s livelihood. We will implement various policies for tax reduction and exemption, and advance the pilot program of replacing business tax with VAT. We will support the establishment of small and medium-sized banks and other forms of financial institutions by private investment. There will also be support in establishing a multi-layered regional capital market system. We will support the development of Internet financing, encourage enterprises to expand direct financing, alleviating financing difficulties of medium, small and micro-businesses , and make finance serve the real economy in a better way. We will apply stricter financial regulations to prevent systemic and regional financial risks as well as debt risks of local governments. Moreover, market prices will be kept basically stable. We will develop consumer markets and consumption hotspots including information, tourism, health, elderly care and household services, and expand consumption in energy-saving, environmental-friendly and renewable products. Furthermore, consumption policies will be innovated, consumer rights protection will be enhanced and consumption environment will be improved. We will optimize investment mix, improve investment management and services and enhance investment quality and effectiveness. Government investment will play a leading role in guiding private and foreign investment in fields that comply with economic transformation and upgrading and strengthen development momentum. We will accelerate the construction of comprehensive modern transportation system, push ahead with the building of north Jiangsu express railway network and cross-river railway, and implement a group of projects such as energy, water conservancy, information technologies, environmental protection and people’s livelihood. We will expand international markets, facilitate trades, fasten the construction of integrated foreign trade system, and enhance competitiveness on several aspects of export, such as brand, technology, quality and service.
3. Strengthening innovation-driven development to speed up the building of an innovative province
By deepening reform in scientific and technological institutions, we will steadfastly carry out experimentations in building an innovative province. To speed up the construction of innovation system, we will let enterprises, universities, government agencies, financial institutions and intermediary organizations play their respective roles in elevating innovation and improve the overall efficiency of regional innovation systems. We will guide innovation policies, resources and talents to flow into enterprises, build high-level R&D institutes within enterprises, stimulate innovation vitality of small and micro enterprises and cultivate a number of high-tech and innovative leading enterprises. We will press ahead with collaborative innovation plans among universities, cooperate with industrial federations and associations, foster the innovative capacity of Jiangsu Industrial Technology Institute, implement the cooperative innovation plan of universities, enhance collaborative innovations between industry and technology and industry and research institutes, perfect the mechanism of technological transfer and speed up the commercialization of innovation achievements. We will strengthen the carrier construction of innovation and services through technological applications, achievements transformation, integrating technology and finance and talent support, so as to intensify the innovation capabilities in high-tech industrial parks and improve public service level of technology. We will reinforce the work of intellectual property rights for better creation, utilization and protection. Technological cooperation will be expanded to promote independent innovation with global technological resources. We will carry out major projects for talent development, including speeding up the training of high-end talents for innovation, management and practical skills, introducing more leading talents, optimizing the development mechanism for talents and motivating the innovation capability of all kinds of talents.
4. Deepening rural reform and vigorously developing modern agriculture
We will prioritize the work related to agriculture, rural areas and farmers, energetically carry out agricultural modernization projects and spare no effort to ensure grain production. We will regard the increasing of rural incomes as a core task and comprehensively implement policies to strengthen agriculture, benefit farmers and make them prosperous. We will forcefully promote the growth of farmers’ income, the improvement of agricultural efficiency and the development of rural areas. While maintaining a balance between grain supply and demand as well as food self-efficiency, we will stabilize grain planting area, steadily elevate per unit area crop yield and strive to achieve grain harvest. We will actively push forward the construction of production bases in the "vegetable basket" project, energetically develop industrialized horticulture, large-scale animal husbandry and distinctive aquaculture, guide and encourage the investment of commercial capital in the development of high-efficiency planting and agricultural products processing and circulation. We will strengthen innovation and promotion of agricultural science and technology, accelerate development mode transformation, structural adjustment and promote distinctive advantages. We will promote industrialized development of agriculture, extend industrial chain in agriculture and enhance market competitiveness. We will strengthen agricultural infrastructure construction with emphasis on water conservancy, thoroughly implement integrated agricultural development, upgrade agricultural mechanization and continuously improve comprehensive agricultural production capacity. We will ensure production safety of agricultural products so as to guarantee the quality and safety. We will implement the strictest protection policies on possible arable land and improve the quality of cultivated land. We will take systematic reforms in rural property rights and giving more property rights to the rural population as the breakthrough in a new round of rural reform. We will actively carry forward confirmation and registration of rural land contractual operation right, farmer housing and collectively-owned rural assets. We will explore effective ways for land contractual operation right as well as mortgage and pledge loans on rural property right. We will boost agricultural management mode innovation, vigorously support new agricultural management players such as family farms, professional investors, leading agricultural enterprises and specialized cooperatives, cultivate new-type professional farmers, improve socialized agricultural services system, develop moderate-scale management in various forms and push forward agricultural management in a more intensive, professional, organized and socialized way. We will thoroughly implement a new round of practical projects in rural areas with a view to continuously improving rural production and living conditions.
5. Steadily pushing forward new type of urbanization and advancing integrated urban and rural development
We will focus on the improvement of urbanization quality while sticking to the people-first policy. We will formulate and implement plans for new type of urbanization and integration of urban and rural development, optimize the layout of towns and cities and establish an urban system in which large, medium and small cities and towns could achieve coordinated development. We will further strengthen the building of Nanjing urban circle, Suzhou-Wuxi-Changzhou urban circle and Xuzhou urban circle, speed up the integrated development of neighboring cities of Nanjing, Zhenjiang and Yangzhou and actively support the construction of Huai’an and other major central cities in North Jiangsu. We will increase the supporting role of industrialization to urbanization, improve functions of cities and towns, strengthen county-level economies and stimulate integrated development of industrialization and urbanization. We will vigorously support Changzhou to run the comprehensive pilot reform project for integrated development of industrialization and urbanization. We will improve spatial layout of state land development, control urban land development intensity in a scientific way and advocate economical and intensive use of construction land. We will pay attention to the cultural heritage continuity and carry forward historical quintessence of urban and rural areas. We will focus on the construction of key towns and green cities, carry out pilot programs in building smart cities and enhance urban management. We will facilitate coordinated development of urbanization and construction of new countryside and push forward integration of urban and rural planning, industrial layout, infrastructure, public services, employment and social security and social management. We will highlight institutional innovation, push forward the urbanization of rural population working in non-agricultural sectors and set up a mechanism to link financial transfer payment system with the urbanization of rural population working in non-agricultural sectors. We will strengthen vocational training for migrant workers and ensure that children of rural migrant workers living with them have access to compulsory education and examination opportunities for senior high school education and higher education. We will orderly propel system reforms in fields such as household registration and housing and establish a unified urban and rural construction land market. We will develop unified real estate registration. We will strive to include a number of counties, cities and towns in the national pilot program for the building of new type of urbanization.
6. Vigorously pushing forward ecological progress and earnestly improving the environment
Ecological progress has a great bearing on people’s well-being as well as sustainable development. We will take a responsible attitude and take more effective measures to deal with pollution in a scientific way and with an iron hand in a bid to produce substantive results in this regard. We will attach greatest importance to the prevention and control of air pollution, limit coal consumption, regulate coal-fired boilers and intensively develop clean energy. We will comprehensively implement the provisions on emissions in key industries, strictly prevent and control pollution from motor vehicle emissions, speed up the elimination of old energy-intensive automobiles and ships, make efforts to improve dust prevention and control in construction sites, strictly prohibit stalk burning, and strengthen comprehensive utilization and storage of crop straws. We will improve emergency plans against heavy air pollution at provincial and municipal levels, implement joint measures to combat air pollution in the Yangtze River Delta, earnestly reduce dust-haze pollution and effectively improve the quality of the ambient air. We will further strengthen prevention and control of water pollution, push forward a new round of pollution abatement in the Taihu Lake, enhance prevention and control of water pollution in the Huaihe River and Yangtze River basins and coastal waters and ensure water quality of the South-to-North Water Diversion Project. We will strictly implement water resources management system, effectively strengthen the protection of drinking water sources and underground water and continue to carry out pollution abatement in urban rivers. We will strengthen prevention and control of widespread pollution from overuse of fertilizers and pesticides, solid waste and soil pollution. We will strengthen energy conservation and emission reduction, promote new technology and equipment, improve energy efficiency in key energy-intensive enterprises and achieve full coverage of denitration systems in large coal-fired power plants. We will promote ecological progress and the circular economy in development zones at provincial level and above and carry out a new round of special overhauls targeting chemical enterprises and industrial parks. We will carry forward comprehensive overhaul of village and city environment, run pilot projects to combat environmental pollution in rural clusters and construct ecological communities and green villages. We will thoroughly push forward the construction of a “Green Jiangsu”, increase 600,000 mu of afforestation and 1.5 million mu of tending of woods and expand 75,000 mu of urban green land. We will implement the system of development priority zones, protect ecological red-line areas, strengthen the protection of biodiversity, wetland and other important eco-functional areas. We will enhance law enforcement and supervision on environmental protection. We will promote the construction of ecological progress regime, implement payment system and ecological compensation for resources and steadily carry forward the reform on resources and environment pricing. We will further build the Yancheng National Sustainable Development Experiment Zone and actively support Zhenjiang to launch the comprehensive pilot reform on ecological development.
7. Seizing new opportunities for expanding opening-up to create new advantages for the open economy
We will bring into full play the role of opening-up for the reform, development and transformation and accelerate the building of a new regime of an open economy. We will seize strategic opportunities and the spillover effect brought about by the development of China (Shanghai) Pilot Free Trade Zone by doing in-depth research, actively integrating into and interacting with the Zone, so as to apply for pilot programs in expanding free trade zones (ports). We will seize important opportunities brought about by the development of the Silk Road Economic Belt, the 21st century Maritime Silk Road and China’s new economic belt along the Yangtze river, enhance cooperation with regions along the upper-middle reaches of the Yangtze river and with the mid-west regions and expand international trade and economic cooperation. We will give full play to Lianyungang’s role as the east bridgehead of the Eurasian continental bridge and optimize warehouse logistics functions to promote demonstration zones for east-middle-west regional cooperation. We will optimize foreign trade structure, implement in-depth market diversification strategy and promote with great efforts service trade and outsourcing. We will guide processing trade to move up the industrial chain and expand import of advanced technologies, key facilities as well as important energy and raw materials. We will take the initiative to deal with trade frictions. We will provide guidance to foreign investment, actively introduce and nurture regional headquarters, functional institutions and R&D centers, relax foreign capital access and promote opening up of the service industry. We will improve the communication mechanism between Jiangsu and Hong Kong and Macao. We will foster closer Jiangsu-Taiwan ties by giving full play to the Cross-Straits Entrepreneurs (Purple Mountain) Summit and Experimental Zone of Cross-straits Industrial Cooperation and promoting Jiangsu-Taiwan trade and economic cooperation. We will strengthen the role of Singapore-Jiangsu Cooperation Council. We will streamline approval formalities for outbound investment, make good use of overseas industrial investment funds, increase global competitiveness of enterprises and encourage enterprises to go global at bigger strides. We will give full play to the role of overseas economic and trade cooperation zones and speed up the building of a number of industrial clusters in foreign countries. We will upgrade development zones of various categories, optimize resource allocation, elevate industrial level to achieve development in an innovative, distinctive and effective manner.
8. Initiating a new round of regional development arrangement to enhance balanced regional development
We will make efforts in complementary and integrated development between various regions across the Yangtze River and between South and North Jiangsu in line with the requirements of “transformation in South Jiangsu, distinctive and integrated development in Central Jiangsu, rejuvenation of synchronized development of the ‘Four Modernizations’ in North Jiangsu, and an upgraded version of economy in coastal regions” with a view to forming a coordinated development pattern with each region equipped with its own distinctive features. Guided by the leading strategy of transformation and upgrading, we will promote the construction of modern demonstration zones in South Jiangsu. By giving play to South Jiangsu’s pioneering role in the “Two Leads”, we will comprehensive carry out plans for constructing South Jiangsu as demonstration areas of modernization, strive to build independent innovation demonstration zones, construct modern industrial zones, pioneering zones of integrated urban and rural development, leading zones for external cooperation and well-off livable zones and endeavor to increase South Jiangsu’s new growth advantages. We will improve the overall development of Central Jiangsu through pilot reforms. We will promote Taizhou pilot reform project on transformation and upgrading and actively support Nantong comprehensive reform pilot zone of coastal and inland coordinated development and Yangzhou cross-river development reform experiment. We will implement policy opinions on promoting central Jiangsu’s diversified and featured development, increase our support for relatively weak areas in the connecting parts of Central Jiangsu and North Jiangsu and facilitate the building of a prosperous society in all respects in Central Jiangsu. We will prioritize the six key projects to support North Jiangsu’s overall well-off development. We will earnestly implement policies on supporting North Jiangsu’s growth, carry out “One City One Policy”, advance “Four Transfers” and jointly build development zones. We will accelerate six key projects, focus on weak parts and increase internal driving force. We will support Xuzhou old industrial bases in accelerating rejuvenation and advance comprehensive reform pilot projects in Suqian’s coordinated development. We will push forward coastal development by implementing six major actions. Centering on the targets set in the second phase of the Five-Year Plan for promoting coastal development, we will take actions to improve port functions, upgrade coastal industries, foster seafront townships, develop tidal land, protect coastal environment and build major carriers. Moreover, we will facilitate the development of maritime economy, cultivate new growth areas in Jiangsu’s economy and deepen regional cooperation in the Yangtze River Delta.
9. Intensifying efforts to build a culturally powerful province to promote cultural prosperity
We will stick to the orientation of socialist advanced culture, actively foster and practice socialist core values and carry forward the Jiangsu Spirit in the new era. We will strengthen ideological and moral education,
push forward spiritual civilization, improve social credit system, carry out nationwide reading activities, institutionalize volunteer services and comprehensively enhance the quality of the people and the level of social civilization. We will give a boost to the development and prosperity of philosophy and social sciences, radio, TV and film, press and publication as well as literature and arts, promote integrated development of traditional and emerging media, build a modern communication system, carry on local outstanding culture and produce more great works and top-notch talents. We will improve modern public cultural service system and demonstration zones in this regard, promote balanced development of public cultural facilities at community levels, press ahead with cultural projects that benefit the people and scale up the protection and utilization of cultural heritage. We will fuel the development of the cultural industry with major cultural programs, nurture new cultural sectors, develop leading cultural enterprises, guide cultural enterprises to go public and conduct merger and reorganization, and develop the cultural industry in a more industrialized, intensive and professional manner and on larger scales. We will reform the cultural management system, tighten oversight over the cultural market and create a sound environment. We will deepen reform of cultural institutions and clearly define their different functions. We will establish and develop a market with multi-layer cultural products and factors, and promote organic combination of financial capital, social capital, science and technology factors and cultural resources. We will further widen the opening up of the cultural industry and boost its international competitiveness.
10. Comprehensively enhancing social development, ensuring and improving people’s well-being
Great efforts will be made to innovate social management. We will improve laws, regulations, institutions and mechanisms of social management and value comprehensive and source treatment. Project of ruling Jiangsu by law and peaceful Jiangsu construction will be further boosted to safeguard social fairness and justice, enhance social management level and promote social harmony and stability. We will continue to intensify the basic work of social management at the community level, improve social management system and service network and strengthen the training and management of social organizations of business, technology, and charity and community service, so as to enhance interaction among government management, social regulation and residents' self-governance. We will reinforce the work of ethnic and religious issues and strengthen risk assessment on social stability. To identify and handle social conflicts, leaders are encouraged to go to the grassroots units to receive the visits of the people. We will fully implement Sunshine Petition Mechanism and improve the legal system of petition visits. Great efforts will be put into handling accumulated cases of petition visits and resolving conflicts in time and on the spot. We will enhance the legal service quality and expand the coverage of legal aid. All actions that harm people’s interests in land acquisition and resettlement programs will be strictly dealt with. We will nurture harmonious labor relations. The management in network information will be improved and the accountability system for safety production will be implemented to effectively prevent and resolutely curb the outbreak of serious and major accidents. We will improve the standard of food and drug regulatory system, propel the system reform at city and county level and ensure food and drug safety in a practical way. We will ensure public security through improving the modern prevention and control system of public security, preventing and fighting against all illegal and criminal activities according to law. Emergency management system building will be intensified to enhance the capability to prevent meteorological, geological and earthquake disasters. We will do a good job in the third national economic census.
Integrative development between the army and the people will be highly improved. We will thoroughly carry out national defense education and improve the quality of national defense mobilization and reserve troops building. We will promote integrated development between the military and the people by further improving the work of replacement for demobilized soldiers and giving them preferential treatment so as to consolidate and strengthen the healthy momentum of solidarity between the military, government and the people.
Basic public services will be reinforced. We will expand channels to increase income and achieve a stable income growth for urban and rural residents, especially for key groups. We will improve the employment service system and strive for higher-quality employment. Priority will be given to the employment of key groups, such us university graduates, rural migrant workers and urban residents who have difficulties in finding jobs. We will standardize the social endowment insurance system for both urban and rural residents and implement compensation mechanism for land acquisition and social security system for farmers whose land is expropriated. We will increase the basic pension for corporate retirees, raise the ground standard of basic pension in endowment insurance for urban and rural population and implement the mechanism to raise social assistance and social security benefits when commodity prices rise. We will enhance the government-aid standard for new rural co-operative medical system, increase the basic medical insurance for urban and rural residents and realize the whole coverage of insurance for serious diseases. Reimbursement ratio of expenses in hospital for urban employees with medical insurance, urban residents with medical insurance and people covered by the new rural co-operative medical system shall not be lower than 80%, 70% and 75% respectively. Support will be given to the development of charities and a housing supply system will be built, in which basic security is guaranteed by the government while multiple demands are met by the market. We will strengthen the construction and management of affordable housing for low-income population and ensure quality, safety and fair distribution.
Continuous progress will be made in social undertakings. We will further promote qualified balanced development of compulsory education, innovatively develop modern vocational education and bring out the full potential of higher education. Concrete measures will be taken to facilitate pre-school education, continuing education and social education and to encourage non-governmental entities to run educational programs. We will further advance the reform of medical and health system, with emphasis placed on comprehensive pilot reform of county-level public hospitals and consolidating and improving essential drug system and new operation mechanism of community-level medical and health institutions. We encourage nongovernmental entities to run hospitals and medical institutions. We will further improve medical health service system and strengthen team building and IT application at the primary level. We will promote traditional Chinese medicine. Great importance will be attached to the prevention and control of serious diseases and we will try our best to build a healthy Jiangsu. We will improve the management and service of family planning system and launch the two children policy for couples in which one spouse is the only child in his/her family. We will put in place a full-fledged social elderly care system and provide better services to the elderly. We will promote coordinated development between mass sports and competitive sports, sports undertakings and sports industry. We will set up sports industry group to propel the construction of public sports service system and do a good job in hosting the Youth Olympic Games in Nanjing and in the preparation of the 18th Provincial Games and the 53rd World Table Tennis Championships.
Fellow deputies, this year we will continue to make unremitting efforts in the following ten aspects to ensure and improve people’s livelihood. First, employment and business startups. We will create over one million jobs in urban areas, make 360,000 laid-off urban workers get re-employed and help 50,000 people with employment difficulties find jobs. There will be 250,000 rural migrant workers transferred to urban areas and 20,000 internship positions created for university graduates. Business start-up training program for farmers will be expanded. Second, education and benefit for the people. We will continue to introduce one-year free pre-school education in places where conditions permit, renovate or construct school buildings for primary, middle schools and kindergartens with total floorage of 6-million-square-meter, and construct 100 plastic sports venues for rural primary and middle schools. We will provide free training programs to 60,000 rural teachers, introduce 12 universities from South Jiangsu to find their partner universities in North Jiangsu for joint development and select 100 outstanding teachers in South Jiangsu to teach in North Jiangsu. Third, medical insurance. The subsidy to medical insurance enjoyed by urban and rural residents will be raised to RMB 320 per person-year; government expenditures on basic public health services will be increased to RMB 35 and 43 items of basic public health services will be provided free to the people. We will strive to implement mechanism of family doctors in over 75% of all community centers, and carry out first aid training for another one million people or more. We will provide more than 65% aid for individual self-paid expenses which meet the requirement of receiving medical aid and the annual ceiling will be no less than RMB 35,000. Fourth, housing construction. The construction of 230,000 units of affordable housing has been completed and another 260,000 units under construction, among which 160,000 units are renovated from urban shantytowns (old and dilapidated houses) and 22,000 households have received their low-rent housing subsidies. Fifth, elderly care and pension for the disabled. We will increase the minimum basic pension of social elderly care insurance for urban and rural residents to RMB 90 per person every month. Another 2,000 community home-based elderly care centers will be built. We will improve services for farmers insured with social elderly care insurance and provide convenient services for insurance registration, fee payment, insurance benefit claim and rights and interests inquiry in the villages where they live. We will comprehensively provide free rescue rehabilitation exercises for disabled children under six. Sixth, care and love for women and children. We will provide free pre-pregnancy physical check-up and implement the Mother-Baby Health Plan. We will diagnose special diseases for one million rural women for free, provide free employment skills training for 50,000 needy single mothers and put into practice the system of giving help to children in various difficulties. Seventh, cultural and physical education services. We will improve the coverage of public cultural service facilities to 90% of the population and subsidize the cable TV charges for 300,000 farmers receiving basic living allowances in relatively weak areas. 90% of all urban communities will have access to sports and fitness facilities within 10 minutes of walk and another 600 kilometers of fitness footpath will be paved. Eighth, transportation facilities for the people. We will build and revamp 4,000 kilometers of road and 1,000 bridges in rural areas and increase the number of bus lines in 50 townships. Harmless treatment facilities for domestic garbage disposal will cover all cities above the county level. Corrective measures will be taken to improve the environment in another 26,000 villages in Central and North Jiangsu. The issue of drinking water safety for three million rural residents will be settled. Tenth, poverty relief and development. We will expedite the Project of Poverty Alleviation (2012-2015). Greater efforts will be made to alleviate poverty in six impoverished clusters in North Jiangsu, practice the three new incentive and subsidy policies and make sure that another one million poor rural residents increase their per capita net income to RMB 4,000 threshold criteria for another round of poverty relief.
III Building a service-oriented government that satisfies the people
Deepening reform and accelerating transformation put up a higher requirement for the government in self-improvement. We will deepen reform in administrative mechanism, innovate administrative management method, improve credibility and government administrative ability and modernize government administration.
1. Accelerating the transformation of government functions
We will effectively deal with the relations between government and market, reduce administration of micro affairs to the minimum level, and assume more responsibility in public services, market oversight, social management and environment protection. In this way, we will make the market play a fundamental role in allocating resources and bring the function of government into better play. We will deepen the reform of administrative approval system and continue to cut the provincial-level review and approval procedure for investment, production and operating activities, certificate, qualification and assessment. Administration work and social services that can be taken over by social organizations shall be transferred from the government. There will be no prior approval for any items that can use post-event supervision and indirect management. Economic and societal items that can be better managed by local authority and easily accessed by people shall be delegated to the city (county) level and even primary level. Based on the achievements in streamlining administration and delegating power to the lower body, we will rescind and delegate another batch of administrative approval items in the near future. We will balance the delegating efforts and management and stipulate specific supervision measures to strength follow up management of the rescinded or delegated items. We will continue to carry out reform in industrial and commercial registration system. We will continuously give more power to strong counties, advance pilot reform programs in counties (cities) directly under provincial jurisdiction and promote pilot programs of administrative reforms in economically developed townships. We will improve the government performance management system to improve efficiency.
2. Upholding administration in strict accordance with law
We will execute power within our purview and in strict accordance with stipulated procedures and the law and perform our duties. We will better the decision-making mechanism and make decisions in a scientific, democratic and law-based manner. We will stick to make scientific and democratic administrative decisions in accordance with the law, institutionalize post-decision-making assessment and correction systems and enhance the transparency of and public participation in administration decision-making. We will make government affairs transparent by publishing government information to the public, and institutionalize administrative power inventories in government at various levels and their working departments. We will revamp the system of budget management and thoroughly promote budget transparency of government at various levels and their departments. We will intensify supervision over executive power, regulate law-enforcement activities and readily accept legal supervision and working supervision by people’s congresses and their standing committees as well as democratic supervision by people’s political consultative conferences. We will give prominence to supervision from the people, public opinion supervision and supervision on the Internet, tighten administrative and audit supervision and have executive power run under the sunlight.
3. Improving public services
We will establish and improve the basic public service system, reform and innovate public service modes and strive to offer more and better public products and services with a view to creating a uniform, open, competitive and orderly market environment for various market players.
We will improve the mechanism of allocating budget for public service purposes, decentralize provincial financial resources and increase the capability of local governments in providing basic public service. We will formulate rules governing service procurement from private organizations by the government and compile a catalogue of services that can be procured in this way. Regarding regular management services, competition is indispensable in their procurement and they have to be procured from the private sector in the form of contract and entrustment. We will spare no effort to improve the system of government services and pick up paces in building province-level government service centers. We will vigorously explore to advance integrated management of government service centers and public resource transaction centers and build comprehensive and efficient government service platforms. We will push forward e-government development and promote government information sharing among provincial, municipal and county governments.
4. Earnestly transforming government working styles
We will press ahead with the Party’s Mass Line Education Practice Activities, thoroughly implement the “Eight Provisions” of CPC Central Committee, strict rules and regulations of the State Council and “Ten Provisions” of CPC Jiangsu Provincial Committee, and consistently transform the working style of the government. We will unremittingly combat formalism, bureaucratism, hedonism and extravagance, and win trust from the people by concrete achievements scored in the course of transforming government working styles. We will focus on handling prominent issues frequently complained by the grassroots and the people, put into practice 32 major corrective measures. We will build a long-term mechanism for improving working style by following 21 items of rules and regulations. We will energetically maintain close ties with the masses, better the mechanism of improving working styles and carrying out investigation at the grassroots by leading cadres first, and improve the mechanism of directly contacting and serving the masses. We will vigorously manage to know the situation and opinions of the people, solve difficulties hampering development, defuse social conflicts, promote harmony between cadres and the masses, facilitate development and stability at the grassroots and advance the transformation of government department working styles, and pursue these activities on a regular basis in the long run. We will vigorously combine theory with practice and promote reciprocal interaction between learning and practicing. We will conscientiously improve the ideological and political quality of public servants and comprehensively enhance the capacity to fulfill duties and provide better services. We will forcefully advocate pragmatic spirit through cutting the number of various meetings, tighten supervision and inspection over the implementation of major decisions by CPC Central Committee and CPC Jiangsu Provincial Committee and ensure that all decisions and orders are fully practiced by clear disciplines. We will closely follow up on established objectives, policies and tasks pragmatically and strive for concrete results. We will conscientiously improve writing and conference styles and concentrate on pursuing practical achievements. We will firmly promote the quality of hard work and perseverance, practice austerity in government expenditure, uphold frugality and combat waste by cutting expenses in official overseas visits, public hospitality and purchase and use of public vehicles by 5%.
5. Building clean government
We will exercise executive power only for the people and strictly prohibit any abuse of power for private interests. We will follow stringent rules in the exercise of power, government affairs and personnel management and
keep power in the cage of systemic checks. We will build a power operation system characterized by scientific decision-making, firm implementation and effective oversight and guard against and reduce corruption from the source. We will intensify efforts in cracking down corruption, improve the system of corruption treatment and prevention, thoroughly investigate into corruption cases and earnestly deal with malpractices and corruption. We will strengthen education in anti-corruption and integrity building, vigorously push forward the development of clean government culture and create a sound environment of anti-corruption in the whole society. We will forcefully push forward the construction of clean and plain government and take concrete measures to build people-oriented, practical and clean government.

Let’s unite closely around CPC Central Committee with Comrade Xi Jinping as General Secretary, follow the leadership of CPC Jiangsu Provincial Committee, press ahead with reform with practical spirit, overcome difficulties, work together with one mind to create a new landscape of reform and development and write the Jiangsu chapter of the Chinese dream with great achievements in the Two Leads.
