Main Functions:
1. To implement national and provincial laws, regulations and policies on land and resource management, to draft and execute local regulations and rules on the management, protection and rational use of land, mineral resources and geographic environment, to formulate relevant policies, technology standards, charters, codes and measures of Jiangsu Province.
2. To work out and implement master plan and programs of land planning and land use, participate in approving urban planning; to guide and approve the master plan of land use for municipalities, counties (cities and districts) and townships; to conduct initial approval of land use for construction projects; to organize investigation and evaluation of mineral resources in Jiangsu Province; to organize the compilation and implementation of mineral resource master plan, geographic environment planning and other project planning; to guide and approve the mineral resource planning, geographic environment planning and project planning of municipalities, counties (cities and districts).
3. To supervise Jiangsu land and resource authorities on the administrative enforcement as well as the execution of land and mineral resource planning; to protect the lawful rights and interests of land and mineral resource owners and users, to settle major disputes over right and ownership, and to investigate major law-violating cases.
4. To formulate and implement policies protecting cultivated land and encourage the development of cultivated land; to exert control over the different purposes of land used for agriculture; to organize the protection of capital farmland; to administrate and supervise the development of unused land and cultivated land, land revitalization and reclamation so as to ensure the increase instead of decrease of cultivated land.
5. To formulate cadastral regulations, organize land and resources survey, cadastral survey, land statistics and dynamic monitoring; to organize and guide the confirmation of land titles, land grading, registration and certificate granting.
6. To administrate the assignment, lease, evaluation, transfer, transaction and governmental purchasing of the right to land using; to administrate the land market and undertake the work related to asset management of land and resources, to guide the townships and villages’ land management, and to administrate the transfer of right to using non-agricultural land owned by rural collectives.
7. To administrate the evaluation of land price (bench mark and standard land price), validate the qualification of the land evaluation and appraisal agencies, and authorize the land-use prices; to examine and submit applications for land use that require the approval of the Provincial Government and the State Council.
8. To manage the registration of mineral resource exploration and exploitation, approve transfer of the exploration and exploitation rights; to foster the market of mining rights, and approve blocks open to foreign investment; to examine and validate the qualifications of the institutions responsible for the evaluation of exploration rights and mining rights and confirm their evaluation and estimation results; to levy compensation for mineral resources, the mining right users’ fee and payment.
9. To undertake mineral reserves management and geological data collection and exchange; to administrate, to administrate the mineral reserve statistics; to validate the result of mineral reserve approval; to participate in the feasibility study of construction projects; to work out plans of geological survey; to manage the sector of geo-survey and approve the qualification of geo-survey institutions; to administrate geo-survey results.
10. To supervise the exploitation, exploration, protection and rational use of mineral resources; to supervise the ecosystem protection in the process of exploitation and mining; to organize mine environment treatment and remedy.
11. To organize the monitoring, prevention and mitigation of geological hazards and the protection of geological environment; to guide the hydro-geological, engineering geological exploration and evaluation; to guide the monitoring, evaluation and forecast of underwater changes; to protect sites of geological importance; to designate geologically important areas for protection such as areas of valuable fossil occurrence and standard geological sections.
12. To arrange, supervise and inspect the use of the state and provincial allocation and project funds for geological exploration and other related funds; to collect tax and fees related to land and resources as is assigned by the central and provincial government.
13. To work out and polish reform proposal for land and resource utilization in Jiangsu.
To organize scientific research on land and mineral resources, as well as exchanges and cooperation with foreign countries.
